{"id":22371,"date":"2022-12-12T08:53:39","date_gmt":"2022-12-12T08:53:39","guid":{"rendered":"https:\/\/www.africa-press.net\/angola\/all-news\/oeacp-angolan-presidency-prioritizes-consultation-for-development"},"modified":"2022-12-12T10:40:22","modified_gmt":"2022-12-12T10:40:22","slug":"oeacp-angolan-presidency-prioritizes-consultation-for-development","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/angola\/all-news\/oeacp-angolan-presidency-prioritizes-consultation-for-development","title":{"rendered":"OEACP: Angolan Presidency prioritizes consultation for development"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Angola. <\/strong><\/span><b>The Luanda Summit of the Organization of African, Caribbean and Pacific States exceeded expectations and reaffirmed the strength and will of the member countries in the search for peace, stability and well-being of the populations.<\/b><\/p>\n<p>The discussion around the most varied themes that concern the member states of the OEACP was evident in the forums organized for this purpose and confirmed by the Heads of State and Government, gathered for the 10th Summit of leaders, on the 9th of this month, in the Angolan capital .<\/p>\n<p>In the opening speech of the Summit, the President of the Republic, Joa\u0303o Lourenc\u0327o, called for greater economic cooperation between the African, Caribbean and Pacific States (OEACP), as a way of facilitating and intensifying trade between them, with mutual advantages of the potentialities that each of the markets offers, despite recognizing that the community is not a space for economic integration.<\/p>\n<p>&#8220;It is important for us to become aware of our strength and our collective capacity, to act and become a balancing factor in the adverse world we live in, in which the interests of each one, for not always taking into account the interests of others, are always likely to generate tensions that threaten peace and international security\u201d, said the Head of State, at the opening of the 10th Summit of the Organization of African, Caribbean and Pacific States (OEACP), which took place in one of the hotels in Luanda.<\/p>\n<p>Joa\u0303o Lourenc\u0327o spoke about the problems of hunger, combating poverty, climate change, sustainable use and management of natural resources. He recommended that the Member States be a dialoguing and active force, always attentive to phenomena of all kinds that plague the planet, so that they can jointly devise strategies and define partnerships that help to boost development and correct internal distortions. which, in general, condition the resolution of basic problems in the sectors of Health, Education, Employability and Territorial Planning.<\/p>\n<p>The Head of State highlighted the need to qualify human resources and modernize the productive structures of the Member States, in order to reach &#8220;realistic and concrete goals&#8221;, in the field of agricultural, industrial production and goods and services, which satisfy the needs basic populations.<\/p>\n<p>Joa\u0303o Lourenc\u0327o called for the &#8220;urgent&#8221; mobilization of financial resources, technical means and scientific capacity, with a view to implementing projects to mitigate the consequences of climate change, especially in island countries, where the situation must be seen with &#8220;very special attention&#8221;. \u201d.<\/p>\n<p>The holding of the Luanda Summit confirms the positioning of the OEACP as a crucial political-diplomatic platform for bringing peoples and cultures closer together, as well as building a world of peace, understanding and harmony among peoples, said President Joa\u0303o Lourenc\u0327o, who , on the occasion, congratulated all Member States that had already hosted similar events before Angola, for the &#8220;appreciable&#8221; work carried out to date.<\/p>\n<p>He also underscored the commitment of Member States to the causes of development, progress and social well-being of their respective peoples, stressing that the international projection of the OEACP also increases the degree of responsibility of member countries.<\/p>\n<p>As for the fight against poverty, he recommended greater investments in programs that guarantee food security and the resilience of the member countries&#8217; food systems.<\/p>\n<p>President Joa\u0303o Lourenc\u0327o expressed concern with the fact that most of the Organization&#8217;s states present development indicators almost always below internationally acceptable indices.<\/p>\n<p>The Head of State referred that Angola elected as &#8220;great flags&#8221; for the next three years ahead of the organization, the mitigation of the effects of climate change, good governance, transparency, valorization of the internal production of each country through actions to be carried out in partnership with international institutions.<\/p>\n<p>Joa\u0303o Lourenc\u0327o considered the military conflict between Russia and Ukraine, which has lasted ten months since the date it broke out, as of \u201cworrying proportions\u201d, with \u201cserious\u201d consequences in material and human terms, and risk of assuming dimensions on the scale global.<\/p>\n<p>He underlined that all OEACP Member States suffer, in one way or another, the repercussions of the conflict, which further aggravated the devastating effects of Covid-19, whose impact on the economies, energy and food security of the member countries of the organization &#8220;is catastrophic&#8221;.<\/p>\n<p>He appealed that, through dialogue, the belligerents find, urgently, the path that leads to an immediate ceasefire and the end of the war, and leads to the restoration of lasting peace in that region of the planet.<\/p>\n<p>The President of the Republic defended a greater role for the United Nations in conflict resolution, but at the same time recognized the need for its reform, at least of the Security Council, which must reflect the geopolitical and economic reality of the 21st century.<\/p>\n<p><b>Common destination<\/b><\/p>\n<p>The secretary general of the OEACP, Georges Rebelo Chikoti, reaffirmed the strong commitment to building an OEACP endowed with the capacity to implement sustainable development, for a common destiny in the three continents and three oceans that the countries transcend.<\/p>\n<p>The Secretary General of the OEACP proposes that the organization should continue to call for reform of the United Nations and its agencies. &#8220;Multilateral institutions and international bodies such as the World Trade Organization (WTO) must be reformed to become more efficient, inclusive and representative of an equitable world order,&#8221; he said.<\/p>\n<p>The OEACP secretary general also spoke of the disastrous effects of climate change, such as drought, floods, fires and extreme heat which, in his opinion, constitute a threat to human existence.<\/p>\n<p>He also referred to the devastating effects of the loss of biodiversity on ecosystems and economies, the rise of protectionism, problems with supply chains, the diminishing role played by global institutions, changes and geopolitical alignments, technological rivalry and the drop in foreign investment, as well as the energy, food and financial crises, which occur in the midst of conflicts such as the war in Ukraine, and other regions closer to the continent.<\/p>\n<p><b>Antonio Guterres<\/b><\/p>\n<p>The Secretary General of the United Nations, Anto\u0301nio Guterres, in a virtual message addressed to the Heads of State and Government of the OEACP, said that the world needs concrete actions to overcome the various challenges it faces. He said that the time must be for a climate solidarity pact between developed and emerging economies.<\/p>\n<p><b>Women and the Blue Economy<\/b><\/p>\n<p>Gathered in a forum on the sidelines of the OEACP Summit, women discussed participation in the Blue Economy sector, recognizing that they need more support to face disproportionate challenges such as lack of adequate funding, difficulties in accessing the market, refrigerating facilities, education , preparation and social norms.<\/p>\n<p>The Minister of Fisheries and Marine Resources, Carmen do Sacramento, said that the Executive has been working on empowering women in the Blue Economy, within the framework of the fundamental strategy that is being implemented. She added that it will bring a perspective of integration of the various areas that operate in the sea and oceans.<\/p>\n<p>Ca\u0301rmen do Sacramento Neto dos Santos said that young women can take the lead, no longer just being goodwill ambassadors.<\/p>\n<p>Regarding illegal fishing and maritime piracy, the minister said it is a reality all over the world, but Angola has public policies aimed at combating it.<\/p>\n<p>At the opening of the forum on women&#8217;s participation in the Blue Economy, the Minister of Social Action, Family and Women&#8217;s Promotion, Ana Paula do Sacramento Neto, highlighted the leadership role that women play in the fight against the greatest environmental threats on the planet.<\/p>\n<p><b>Luanda Declaration<\/b><\/p>\n<p>In the final declaration of the OEACP Summit in Luanda, the Organization&#8217;s Heads of State and Government pledged to deepen and strengthen economic, political, social and cultural relations between member countries, with emphasis on the sectors of Commerce, Science and Technology, Industry and Transport.<\/p>\n<p>The Heads of State and Government recognize, in the document, that the eradication of poverty in all its forms and dimensions, including extreme poverty, continues to be the greatest challenge for the OEACP. Having recognized, incidentally, that this challenge is an indispensable condition for sustainable development.<\/p>\n<p>Member countries have recognized that climate change poses an existential threat to the livelihoods, well-being and security of peoples and countries.
