Africa-Press – Angola. <\/strong><\/span>The Angolan Parliament approved this Thursday the Amnesty Law Proposal, a legislative initiative by the holder of the Executive Power, with 120 votes in favour, none against and 82 abstentions.<\/b><\/p>\n

The final global vote on the Diploma took place during the 1st Extraordinary Plenary Meeting, referring to the 1st Legislative Session of the V Legislature of the National Assembly.<\/p>\n

With the approval of this Diploma, all common crimes with prison sentences of up to eight years, committed by national or foreign citizens in the period between November 12, 2015 and November 11, 2022, will be amnesty.<\/p>\n

Military crimes punishable with prison sentences of up to eight years will also be amnestied, except for intentional crimes committed with violence that resulted in death.<\/p>\n

The agents of crimes not covered by the Law in question and who have been convicted by a final and unappealable decision will have their sentences pardoned in 1\/4.<\/p>\n

The Law excludes, among others, intentional crimes committed with violence, money laundering, corruption and embezzlement, trafficking in people and arms and aiding illegal immigration.<\/p>\n

The Diploma, which is part of the celebrations of the 47th anniversary of National Independence, aims to ensure that this commemorative act is reflected in the established social order, without excluding citizens deprived of liberty, granting them new political, social and social and family reintegration opportunities .<\/p>\n

The approval of the document received favorable votes from the parliamentary groups of the MPLA, the mixed group (PRS and FNLA) and the parliamentary representation of the PHA.<\/p>\n

In its declaration of vote, the UNITA parliamentary group states that it voted for abstention because “it defends that everyone should be equal before the law and should have the same opportunities for amnesty and pardon”.<\/p>\n

“We agree with the amnesty, however justice has been selective and unfair and this law will be selective, as there are public agents who commit “white collar” crimes who, despite not being amnestied, will have their sentences pardoned in 1\/4 (…)”, emphasized Liberty Chiaka, leader of the UNITA parliamentary group.<\/p>\n

In contrast, deputy Jorge Wefo, from the MPLA, clarified that, in that Law, the President of the Republic refrained from granting a pardon and commutation of sentences, opting only for Amnesty and generic pardon, thus expanding the universe of Angolan men and women to benefit from the annulment of the crime or the reduction of the sentence.<\/p>\n

“If we were all in agreement with the spirit of the preamble of the Law, we can regret the fact that the political opposition represented in Parliament did not associate with the President of the Republic in this spirit of forgiveness, tolerance and harmony intended with the Amnesty Law”, he stressed.<\/p>\n

According to the MPLA deputy, “the opposition still does not understand its role in the democratic building process, and will be overtaken by the historical process”.<\/p>\n
