Africa-Press – Angola. <\/strong><\/span>Overcrowding and severe cracks in the infrastructure of the Nkiende Prison, located about 30 kilometers from the city of Mbanza Kongo, province of Zaire, are of concern to the Ombudsman.<\/b><\/p>\n

According to the Deputy Ombudsman, Aguinaldo Cristo\u0301va\u0303o, when he reviewed the three-day working visit to Mbanza Kongo, it was possible to investigate issues related to the humanization of services at the Provincial Hospital and the working conditions of the Investigation Service. (SIC), the Nkiende Prison, currently overcrowded by 30 percent of its capacity (200 inmates).<\/p>\n

“The overcrowding, at a level of 30 percent, of the Nkiende Penitentiary Establishment is worrying. There are two solutions: building a new one or expanding the current one. We share this concern with the Government of Zaire and have received guarantees that the matter will be analyzed for insertion in the next budgets\u201d, he said.<\/p>\n

Aguinaldo Cristo\u0301va\u0303o also said that the Nkiende penitentiary, built in 2010, shows a very high level of wear and tear on the physical structure, which is why rehabilitation is urgent so that it can offer more humane conditions to the inmates.<\/p>\n

During the visit to that prison, the assistant ombudsman held 51 hearings that made it possible to verify the procedural delay, which is observed after the arrest of the citizen, despite good internal organization.<\/p>\n

“The Ombudsman’s Office is attentive to human conditions and the treatment given to prisoners and from the 51 hearings held there, we note that some intend to maintain contact with their family, others do not have the financial conditions to pay the bonds or compensation. Therefore, these are questions that the Ombudsman service analyzes and then must deal with in the process itself\u201d, he reinforced.<\/p>\n

To this end, he appealed to the local Public Prosecutor’s Office to observe other coercive measures, provided for in the Penal Code, to be applied to citizens in conflict with the Law, before the effective deprivation of liberty.<\/p>\n

“We have already asked for the intervention of the public prosecutor. Therefore, on Friday the 16th, some steps were taken that resulted in the release of 21 inmates from the Nkiende penitentiary establishment”, he advanced.<\/p>\n

Aguinaldo Cristo\u0301va\u0303o clarified that the law provides that prisoners have the right to entertainment, freedom of religion (cults), access to training (literacy), arts and crafts, as well as reading so that when they leave they have a discernment.<\/p>\n
