Africa-Press – Angola. <\/strong><\/span>The presiding judge of the Court of Auditors, Exalgina Gambo\u0302a, defended yesterday, Wednesday, the urgent approval of the project of the new Organic Law of the institution to improve the inspection of the acts of financial and administrative management of the State.<\/b><\/p>\n

The venerable judge made these statements to the press on the sidelines of the year-end greetings ceremony.<\/p>\n

At the time, he stated that the organic law in use only provides for preventive inspection (at the beginning of the contractual process) and the successive one (at the end), while the proposal, already approved by the Commission for the Reform of Justice and Law, foresees to introduce the concomitant, that is practiced during the course of the contract to prevent certain illicit acts.<\/p>\n

Exalgina Gamboa clarified that the concurrent supervision is carried out from the beginning to the end of the contract, and the Court of Auditors may suspend it if it finds financial deviations.<\/p>\n

In his speech at the ceremony, he underlined that the forms of inspection do not exempt public managers from being held responsible for failures in the public procurement process for illicit events that may occur during the execution of contracts.<\/p>\n

He promised to favor permanent and pedagogical dialogue with entities subject to supervisory power with the aim of building a new awareness in the management of the State’s financial resources and preventing financial illicit acts.<\/p>\n

On the other hand, he expressed hope in strengthening the institution with more advisory judges and interoperability with integrated public financial management systems.<\/p>\n

He referred to cases of denunciations of violations of the code of ethics in the institution, which forced the implementation of an in-depth internal mobility plan, with the support of psychotechnical tests to avoid injustice.<\/p>\n

He informed that the digitization of inspection processes and interoperability with all public administration digital management systems were in progress.<\/p>\n

Still in relation to actions aimed at training staff, he made known that, in the year just ended, actions were carried out aimed at 297 employees and that actions are under way for the acquisition of premises for the Court of Auditors.<\/p>\n

Speaking at the ceremony, the vice-president of the Court of Auditors, Domingas Garcia, who said that he expected the materialization of numerous actions by 2023, with emphasis on the approval of the proposal for the institution’s Remuneration Statute and the production of an institutional magazine.<\/p>\n

He also asked for special attention to the Court of Auditors’ strategic plan for the period 2020-2023, always striving for the principles of transparency, vigor, ethics, efficiency, impartiality, innovation and independence.<\/p>\n

The councilor judge also valued the creation of the trade union nucleus of the Court of Auditors, which she considered as a partner, prioritizing the permanent dialogue with the management of this institution, aiming to guarantee the success of the activities that constitute the main corporate object.<\/p>\n

On behalf of the employees, the head of the Human Resources division of the Court of Auditors, Abi\u0301lio Augusto, praised the staff training actions, highlighting the postgraduate courses in Oil and Gas Law.<\/p>\n

It assumed the commitment of the staff to contribute to a better performance of the Court in the fulfillment of its supervisory action of the legality of the acts of financial and administrative management of the State and other public institutions.<\/p>\n
