Africa-Press – Angola. <\/strong><\/span>The Angolan Supreme Court (TS) ordered a new preventive seizure of assets of businesswoman Isabel dos Santos and her partners worth US$1 billion, for evidence of crimes of embezzlement, influence peddling and money laundering.<\/p>\n

In a dispatch to which press had access, this Tuesday, the TS indicates that the decision resulted from the granting of a precautionary measure, brought by the Public Ministry, within the framework of the recovery process of assets of the Angolan State illegally held by private individuals.<\/p>\n

This is the second seizure of property by Isabel dos Santos, ordered by the Angolan Justice, in the last three years, after the first, which took place in 2019, involving more than US$1.136 billion, for the same reasons.<\/p>\n

The assets to be seized, this time, include 100 percent of the shares in the company Embalvidro – Indu\u0301stria, attributed to Isabel dos Santos, as well as the balances of all her bank accounts and other financial applications associated with them, including securities files on behalf of the businesswoman.<\/p>\n

The seizure of 100 percent of the shareholdings of the companies UNITEL T+ in Cape Verde and UNITEL STP, in Sa\u0303o Tome\u0301 and Pri\u0301ncipe, UNITEL International Holding BV and UNITEL International BV, all attributed to Isabel dos Santos, as beneficial owner, was also ordered.<\/p>\n

Also part of the seizure are 70 percent of the shares in the company Upstar Comunicac\u0327o\u0303es and 70 percent of the shares in the company MSTAR, SA, a telecommunications operator in Mozambique, of which Isabel dos Santos is the effective beneficiary.<\/p>\n

Among the partners of Isabel dos Santos, mentioned in the new decision, are Manuel Domingos Vicente, as former chairman of the Board of Directors of UNITEL (2001-2012) and Sonangol (1999-2012), as well as general Leopoldino Fragoso do Nascimento.<\/p>\n

In addition to being a shareholder of the company GENI, the latter is also former chairman of the General Assembly of UNITEL (2013-2020) and vice-chairman of this same body, as of 2020.<\/p>\n

The TS dispatch reveals that the entire investment for installing the infrastructure of the first GSM mobile telephone network in Angola was carried out by Sonangol, in the amount of US$48.736 million, but that, strangely, the license was awarded to UNITEL and not the state oil company, as a real investor.<\/p>\n

In addition, he continues, UNITEL’s shareholders, namely PT Ventures, SGPS, VIDATEL and GENI, never made any payment in favor of Sonangol, by way of return, the latter having only received invoices referring to the acquisition of equipment and other expenses that the paid and recognized as charges, investments and obligations.<\/p>\n

In other words, explains the note, UNITEL was set up with public funds from Sonangol, but the dividends that would fall to the State were paid to Isabel dos Santos, through her company VIDATEL Limited, allowing her to use the funds to carry out other Business.<\/p>\n

The document adds that Isabel dos Santos held control of UNITEL, which enabled her to forward large millions of euros from this company to other entities controlled by her abroad.<\/p>\n

In one of these operations, financing agreements were entered into between UNITEL SA and UNITEL International Holding BV, in the Netherlands, through which the former lent the latter a total of 322.979 million euros and 43 million dollars, between May 2012 and August 2013.<\/p>\n

At the time, Isabel dos Santos signed the aforementioned financing agreements in the capacity of simultaneous legal representative of UNITEL SA, and of UNITEL International Holdings BV.<\/p>\n

Such loans allowed UNITEL International Holdings BV to acquire shareholdings or set up companies in the telecommunications sector in Portugal, Cape Verde and Sa\u0303o Tome\u0301 and Pri\u0301ncipe.<\/p>\n

In addition, a transfer of US$654 million was made, which Isabel dos Santos benefited from, as dividends from VIDATEL LTD, as a shareholder of UNITEL SA, the order of the Supreme Court specifies.<\/p>\n
