Africa-Press – Angola. <\/strong><\/span>The deputy governor of Huambo province for Technical Services and Infrastructure, Elmano Francisco, denied, Thursday, the allegations about the lack of payments by the Government for the execution of public projects.<\/b><\/p>\n

The person in charge made this statement, when reacting to the press, in the municipality of Ucuma, on the complaints presented by contractors about the lack of financial availability for the completion of social infrastructures in the municipality, on the sidelines of a visit carried out by the local governor, Lotti Nolika, with the aim of finding out about the progress of public projects.<\/p>\n

In the municipality, the official carried out an intense working day at the municipal headquarters and in the communes of Mundundu and Cacoma, where she verified the state of some social infrastructures that are being implemented, within the scope of the Integrated Plan of Intervention in Municipalities (PIIM) and of the Integrated Program for Local Development and Combating Poverty (PIDLCP).<\/p>\n

This is the bridge over the Calongo river, at the municipal headquarters, the school with seven classrooms, in the village of Chiteve, in the commune of Mundundu, and another of 12 at the communal headquarters.<\/p>\n

In the commune of Cacoma, he visited the work on the future communal centre, with capacity for 50 beds, a school with 12 classrooms and another with seven, in the village of Kapa Kuito.<\/p>\n

All projects started in 2020, with the initial deadline to be executed in six months and record an average physical execution, in general, of 46 percent and financial execution of 65.<\/p>\n

At the opportunity, the governor was informed by the contractors that the lack of financial availability constitutes the main difficulty for the conclusion of the works.<\/p>\n

However, vice-governor Elmano Francisco said that the contractors’ allegations about lack of payment for the execution of the PIIM and PIDLCP works were not true.<\/p>\n

\u201cIt is not true and it cannot be assumed that there is a lack of payments\u201d, concluded the person in charge.<\/p>\n

He explained that the disbursements, especially at the level of the PIIM, have their own characteristics, such as the size and speed that the contractors print on the works and that, for the specific case of the municipality of Ucuma, they need some correction from the management point of view of the contracts, in addition to other factors.<\/p>\n

But, he continued, in general there is no problem with the lack of money, as the provincial government of Huambo has been interacting with the National Directorate of Public Investments, so that there are punctual payments.<\/p>\n

He assured that, by the end of the first quarter of the current year, a series of infrastructures, mainly linked to the education sector, will be concluded and delivered to serve the students.<\/p>\n

Elmano Francisco considered the visit to the municipality of Ucuma positive, as the entourage, headed by Governor Lotti Nolika, had the opportunity to observe the state of public investment works in the PIIM and PIDLCP aspects.<\/p>\n

He clarified that, despite the fact that they have been carried over to the present year, they are still within the parameters for the conclusion of the PIIM in Huambo province.<\/p>\n

He informed that the PIIM in Huambo, implemented in 2019, by the Angolan Government, has around 47 percent of its execution completed, which represents around 120 projects, while the other 130 are underway.<\/p>\n

In addition to infrastructure, he continued, priority has also been given to improving access roads, in the sense of facilitating the movement of people and goods, with emphasis on the flow of products.<\/p>\n

The municipality of Ucuma has registered 20 actions, of which 15 are works and five are acquisitions, nine of which have been concluded and 11 are ongoing, with a global financing portfolio estimated at 794,039,809, 24 Kwanzas.<\/p>\n

Of these, 650,139,699 have already been disbursed.<\/p>\n

Mundundu Health Center wins ambulance<\/p>\n

The Mundundu commune health center was provided with a medical ambulance, with the aim of improving the transport of patients in need of extra medical care to reference hospital units.<\/p>\n

The Toyota vehicle, model Land Cruiser, was delivered by the governor of the province, Lotti Nolika, with a focus on improving the population’s medical\/medication assistance.<\/p>\n
