Africa-Press – Angola. <\/strong><\/span>The negative effects of the war between Russia and Ukraine on the African continent will be reduced by the end of the first half of this year, said to press the Commissioner for Rural Economy and Agriculture of the African Union (AU), Josefa Correia Sacko.<\/b><\/p>\n

At 4 de Fevereiro Airport, departing for Ethiopia, headquarters of the AU, Josefa Sacko said that the African Union is working with the African Development Bank (ADB) and has already received US$1.5 billion, in May 2022 , to finance cereal production on the continent and the results will be visible by the end of the first half of 2023.<\/p>\n

\u201cTo mitigate the effects of the Russia\/Ukraine war, we are working at AU level with the AfDB on an initiative that has been approved by AU President Macky Sall. It is an emergency plan for cereal production that is in force and the countries have already started to benefit\u201d, detailed the commissioner.<\/p>\n

In addition to this funding from the AfDB, the official said that the AU received support from the World Bank (WB) in the amount of US$3.4 billion, aimed at combating climate change, especially drought, and guaranteeing food resilience – an amount intended for the sub-regions of East Africa and Southern Africa, whose projects will be monitored by the African Union.<\/p>\n

He explained that 30% of Africa depends on the wheat produced by the two conflicting countries and that this situation has affected the supply of wheat, sunflower and corn oil to the continent, mainly in countries such as Egypt, Algeria, Nigeria, South Africa, Sudan, Tanzania and Kenya.<\/p>\n

In addition to food shortages, he said that the war between those countries could also cause socio-economic disturbances such as demonstrations on the African continent, due to the rise in food prices, similar to what happened in 2011.<\/p>\n

The diplomat explained that in 2011, when the price of wheat rose, the population revolted because in African countries there are many families that need bread for mata-bicho (breakfast), and it is food for our livelihood, she concluded.<\/p>\n

\u201cWe want our population to have access to these products, because with the rise in the price of wheat, everything goes up and affects families, as we already have a very high poverty rate and wages are not keeping up. Therefore, this brings conflicts in countries, so they are very dangerous and we have to take action \u201d, he concluded.<\/p>\n

The commissioner also highlighted that, in addition to the Russian-Ukrainian conflict, Africa is already suffering from various macroeconomic shocks, climate change and lack of investment.<\/p>\n

He also pointed out that Covid-19 caused disruption in the distribution circuit, that is, in the value chain of cereals, such as sunflower oil and corn that is imported from Russia and Ukraine.<\/p>\n

Referring to Agenda 2020\/2063, he said that 2010 had the 2015-2025 action plan to eradicate hunger in the continent by 2025, whose indicators received from biennial and annual reports by AfDB, FAO and AU are not very satisfactory.<\/p>\n

Angolan Josefa Sacko, also known as Josefa Leonel Correia Sacko, is an agronomist, economist and ambassador to the UA. She was Secretary General of the Inter-African Coffee Organization for 13 years. In 2017, she was elected Commissioner for Agriculture and Rural Economy by the African Union.<\/p>\n
