{"id":25173,"date":"2023-01-16T10:13:32","date_gmt":"2023-01-16T10:13:32","guid":{"rendered":"https:\/\/www.africa-press.net\/angola\/all-news\/deputies-resume-discussion-of-the-oge-2023-proposal-today"},"modified":"2023-01-16T11:56:24","modified_gmt":"2023-01-16T11:56:24","slug":"deputies-resume-discussion-of-the-oge-2023-proposal-today","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/angola\/all-news\/deputies-resume-discussion-of-the-oge-2023-proposal-today","title":{"rendered":"Deputies resume discussion of the OGE-2023 proposal today"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Angola. <\/strong><\/span><b>Discussion of the OGE-2023 continues today, after the first day was marked by presentations of the message from the President of the Republic to the deputies, the proposal for the General State Budget by the Minister of Finance, political declarations by the Parliamentary Groups, as well as the beginning of the debate in the generality of the same document.<\/b><\/p>\n<p>The president of the National Assembly, Carolina Cerqueira, led the work, while the political statements and interventions of the deputies were divided on the approval and non-approval of the OGE.<\/p>\n<p>The MPLA and its deputies defend the approval of the budget on the grounds that it is in line with the country&#8217;s needs, while those from UNITA maintain the recurring position of not approving the OGE, as they consider it far from meeting what the country needs.<\/p>\n<p>Due to the high number of speeches and the passing of time, the President of Parliament suspended work on Friday and resumed today, Monday. The definitive approval, in general, of the OGE, will take place at the end of the interventions of the deputies, in the presence of the members of the Executive.<\/p>\n<p>Diversification of the economy and prudent management of resources<\/p>\n<p>The Minister of State for Economic Coordination explained that the most recent forecasts indicate that 2022 ended with an inflation rate of 14 percent and that it was lower than that recorded in the previous year, at the beginning of the Covid-19 pandemic, with the most important of all is that in 2021 the country emerged from the economic recession where it had been since 2016.<\/p>\n<p>&#8220;In 2021, Angola started to grow again. We will do everything in our power so that the country does not interrupt this moment of economic growth that we are experiencing. This is the key for us to solve the problems of unemployment that the country is experiencing. and also to solve social problems\u201d, said Manuel Nunes Ju\u0301nior.<\/p>\n<p>He referred that the proposal for the General State Budget for 2023 essentially aims at two objectives that are embodied in the continuation of Angola&#8217;s growth, with the acceleration and intensification of the diversification of the economy and the continuation of a prudent management of the country&#8217;s public finances.<\/p>\n<p>&#8220;After having had a growth rate of 0.7 percent in 2021, our estimates for 2022 pointed to a growth rate of 2.7 percent for last year. The most recent data indicate that we closed the year with a growth rate higher than expected, a rate of around 3 percent\u201d, he said, stressing that both in 2021 and in 2022 the growth rates of the non-oil sector were higher than those of the oil sector.<\/p>\n<p>The Minister of State for Economic Coordination stressed that Angola is thus entering a new phase of growth, which is based on the non-oil sector, driven by entrepreneurship and the private sector.<\/p>\n<p>&#8220;It is on this trajectory that we must maintain so that we have a stronger economy, more sustained on solid foundations that make it resilient to international shocks&#8221;, he argued.<\/p>\n<p>He added that, with this budget, a set of measures will be taken to facilitate access by the private sector to production via the Development Bank of Angola (BDA), responsible for providing financing, within the scope of the Grain Production Programme, to increase the country&#8217;s capacity to produce grains, namely wheat, soybeans, rice and corn, with a focus on the East of the country.<\/p>\n<p>Of the allocated resources, equivalent in kwanzas to 5.7 billion Americans, more than half will be used to finance the private sector and the remainder for public investments related to these projects.<\/p>\n<p>The OGE 2023, he said, also includes resources for agriculture, which will allow for an increase in the production of beef, pork, goat and eggs, so resources equivalent in kwanzas to 300 million US dollars are foreseen for a period of three years old.<\/p>\n<p>Also taking into account the fisheries plan which aims to encourage business fishing activity in Angola, the production and processing of salt, a budget of US$300 million is expected for the next five years.<\/p>\n<p>\u201cThis OGE proposal contemplates a financial package of 429 billion kwanzas for the payment of arrears on the commercial debt of companies that supply the State. Roads, Ports, Airports, Railways and others that contribute to increasing the productivity of our economy and to increasing the well-being of the Angolan people\u201d, said Manuel Nunes Ju\u0301nior.<\/p>\n<p>The October projections of the International Monetary Fund for a weakening of the world economy, in 2023, point to a growth rate of 3.2 percent against the rate of 6 percent observed in 2021.<\/p>\n<p>For non-oil GDP, the OGE forecasts growth of 3.42 percent, with positive dynamics in all subsectors, with emphasis on Agriculture, with an increase of 8 percent, as well as Fisheries with a growth rate of 10 percent.<\/p>\n<p><b>Inflation forecast<\/b><\/p>\n<p>The OGE forecasts an inflation rate of 11.11 percent for 2023 and the objective is to work to achieve 1-digit inflation rates in the coming years: &#8220;This proposal for the 2023 General State Budget safeguards the preservation of the sustainability of public finances We thus reaffirm our commitment not to stop the consistent path we have been following, to consolidate the public accounts\u201d.<\/p>\n<p>He underlined that, with this budget, the Executive foresees to reduce the non-oil primary deficit from 7.7% of the PIP, according to the closing estimates in 2022, to 6.5 percent of the PIP.<\/p>\n<p>&#8220;We are continuing our efforts to improve the socio-economic conditions of the populations, with emphasis on expenditure in the social and economic sector&#8221;, he said, reiterating that, in terms of overall expenditure, the OGE highlights social expenditure as the second largest, after debt expenditure with a weight of 23.9 percent and fiscal slice expenditure representing about 43.5 percent of total fiscal expenditure.<\/p>\n<p>Manuel Nunes Ju\u0301nior said that public services in Education, Health, Housing and Social Protection will be improved and that these sectors will continue to be prioritized within the scope of the National Development Plan 2023-2027.<\/p>\n<p><b>Featured agriculture<\/b><\/p>\n<p>The Minister of State for Economic Coordination said that in terms of agriculture, economic diversification stands out, which affects direct resources in the amount of 412 billion kwanzas.<\/p>\n<p>The Executive will continue with the Public Investment Program (PIP), with emphasis on the Integrated Plan for Intervention in Municipalities (PIIM) and conclude several works included in the Program for Rehabilitation and Construction of Road Infrastructures, as well as the implementation of other projects under public-private partnerships.<\/p>\n<p>&#8220;In the transport sector, we will speed up the implementation of public transport expansion programs and the development and improvement of transport infrastructures and we will complete the concession of logistics platforms and the design of interprovincial road, maritime and river platforms, as well as concluding the design and operation of the new Dr. Anto\u0301nio Agostinho Neto International Airport, in the town of Icolo e Bengo, within the scope of public-private partnerships\u201d, he reaffirmed.<\/p>\n<p>The government official indicated that the OGE includes measures to mitigate the risks related to fluctuations in the price of a barrel of oil on the international market.<\/p>\n<p><strong>For More News And Analysis About <a href=\"https:\/\/www.africa-press.net\/angola\">Angola<\/a> Follow <a href=\"https:\/\/www.africa-press.net\/\">Africa-Press<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Africa-Press &#8211; Angola.
