Africa-Press – Angola. <\/strong><\/span>Ma\u0301rio Pinto de Andrade, who participated in the cycle of academic debates on the Proposal for a Law to Alter the Political-Administrative Division, which started on Friday and ends tomorrow (Tuesday), underlined that with the diploma the Executive intends to reduce regional asymmetries, fair distribution of wealth, and respond to problems that arise in municipalities.<\/b><\/p>\n

University professor Paulo de Carvalho, who spoke on the History and Sociology of the Peoples of Angola, said that the increase from 164 to 581 municipalities may not be a solution for solving citizens’ problems, stressing that the proposal was drawn up not taking into account it takes into account socio-cultural and anthropological aspects, which are essential for resolving citizens’ problems.<\/p>\n

He also noted that the current social, cultural and anthropological problems at the level of the communes may persist, due to the fact that many communes and municipalities are not yet economically self-sufficient.<\/p>\n

The also professor at the Faculty of Social Sciences of the Agostinho Neto University recalled that the act of governance presupposes guaranteeing, on a continuous basis, social, political and economic stability, including the well-being of families.<\/p>\n

The topic on changing the Political-Administrative Division, with emphasis on the province of Luanda, was presented by university professor Moreira Lopes, who defended the broadening of the debate between academics and members of civil society, with a view to gathering more opinions on the subject matter.<\/p>\n

He suggested carrying out a more detailed study to determine whether the districts or other inter-municipal territorial circumscriptions evolve, or not, into municipalities or another form of territorial organization.<\/p>\n

In the particular case of the province of Luanda, he explained, the principle of differentiation will make it possible to look at the country’s capital in a particular way. “We cannot compare Luanda with other provinces, firstly because it is the capital and has the highest population index”, he said.<\/p>\n

Territorial planning instruments <\/b><\/p>\n

When intervening on the territorial management instruments integrated in the territory planning policy, the professor of Architecture of the Faculty of Engineering of the University Agostinho Neto, Anto\u0301nio Gameiro, explained that the same (instruments) are foreseen in the law and must be linked to the administrations that must be created.<\/p>\n

Gameiro defended the creation of municipal, urban and rural master plans, as well as sectoral and special ones, so that governments can review their areas of action. For the execution of the new political-administrative division, the architect suggested criteria, such as knowing the current population of each province, type of services, infrastructure and equipment.<\/p>\n

Criso\u0301stomo Martinho, also a professor at the Faculty of Sciences and Technologies of the ULA, stated that the implementation of the new Political-Administrative Division must go through the training of Local Administration staff, financing and simplification of services.<\/p>\n

When lecturing on “Urban planning of territorial units”, he spoke of the difficulties in drawing up urban plans at municipal level and the need to train Administration staff to provide greater technical support to local units.<\/p>\n

He defended, in a first phase, funding at the OGE level, for the sustainability of communes that produce nothing and the simplification of procedures to make the process more dynamic.<\/p>\n
