Africa-Press – Angola. <\/strong><\/span>The deputies of the first and fourth Commissions of the National Assembly (AN) defended Friday, in Luanda, in a plenary session, the need to reallocate funds from the OGE 2023 to the social sector.<\/b><\/p>\n

The parliamentarians who debated with the members of the Executive the projects related to the sector, suggested the increase of funds, for pre-school education, ex-soldiers and to respond to the cyclical strikes, mainly in the education and health sector.<\/p>\n

According to the MPLA deputy, Maricel Capama, in order to have a proposal better adjusted within the priorities, there must be a relocation for the social and economic well-being of the populations.<\/p>\n

In turn, deputy Armando Capunda, also from the MPLA parliamentary group, defended the need to pay greater attention to special education, with emphasis on the acquisition of didactic material such as sign language books and typewriters in Braille (tactile writing system used by blind people) solving some problems in this subsystem (special education).<\/p>\n

On the other hand, the deputy of UNITA, Paulo Faria defended the inclusion, in the elaboration process, of the interventions of the social partners as well as the creation of a foundation or National Institute of social action.<\/p>\n

Education <\/b><\/p>\n

For the Minister of Education, Lui\u0301sa Grilo, in this budget, the priority is the finishing and equipping of school units paralyzed for a long time.<\/p>\n

According to the portfolio holder, the sector also needs to recruit 78,842 teachers, through public tenders.<\/p>\n

University education <\/b><\/p>\n

For the Higher Education sector, Minister Maria do Rosa\u0301rio made it known that the current OGE has contemplated 9 provinces with the construction and equipping of organic units, as well as the execution of 25 projects for science and research that have a small budget.<\/p>\n

He made it known that 199 proposals for funding are under analysis, via the Foundation for Scientific and Technological Development (FUNDECIT), and that they are adapting the training offers, taking into account local needs and their development.<\/p>\n

Finance <\/b><\/p>\n

In turn, the Secretary of State for the Budget and Public Investment, Juciene Cristiano de Sousa, admitted that the allocated share is small, but, however, the sector must define priorities within the allocated funds.<\/p>\n

In his opinion, the function of public debt is important for any country that wants to develop and the responsible and conscious use of public debt is very important, especially for a developing economy like that of Angola.<\/p>\n

He made it known that there is no lack of sensitivity to resolve all needs.<\/p>\n

As for the issue of the general accounts, they stated that the obligations for 2020 and 2021 were complied with, have already been submitted for appreciation by the AN.<\/p>\n

The Minister of State for the Social Sector, Dalva Ringote, showed her availability for dialogue, and asked the deputies for support in monitoring and supervising the projects.<\/p>\n

He stated that they are working to increase the benefit of the Kuenda program from 8,500 to 11,000 per month as a way of giving families greater dignity.<\/p>\n

During the plenary session, issues such as the profitability of sports stadiums, women’s empowerment, gender equality and parity, the centralization of health services, the construction and equipping of laboratories and libraries were also discussed.<\/p>\n

Aspects such as the humanization of services, community assistants for health prevention, recognition of the Nganguela, Nianeka, Oxiwambo and Herero languages \u200b\u200band the enforcement of the status of forestry agents were also touched on.<\/p>\n
