Africa-Press – Angola. <\/strong><\/span>The Inspector General of the State Administration said, in Luanda, that the IGAE has seen, over the last five years, transformations in the organizational process that make it better prepared for the challenges of promoting good governance, managing human and financial resources, assets and efficiency of the State’s administrative activity.<\/b><\/p>\n

Sebastia\u0303o Gunza, who was also speaking recently about actions included in the celebrations of the 31st anniversary of the IGAE, marked on the 12th of this month, made a point of underlining that the changes operated during the last legislature promoted several gains for the institution.<\/p>\n

He highlighted, by way of example, the exponential increase in human resources, derived from the transition process of officials from the defunct sectoral and local inspection offices of the State and the considerable increase in material and operational resources, although he still considered them insufficient ” to meet demand\u201d.<\/p>\n

The creation and installation of 18 provincial delegations, according to the general inspector, and budgetary deconcentration in favor of provincial delegations, an act by which, he clarified, “the IGAE relieved itself of allocating budgets to them, becoming autonomous in this matter \u201d, are unequivocal evidence of the institution’s growth.<\/p>\n

He cited, therefore, the increase in inspection actions or audits to public bodies throughout the national territory with the help of provincial delegations.<\/p>\n

He underlined, on the other hand, that there had also been an increase in “investigations and arrests in flagrante delicto” of corrupt public agents throughout the national territory and the rise in daily complaints via the ‘call center’, having expressed satisfaction with the growing level of awareness of public managers about the obligation to “declare income, assets and interests”, the “change in the management and governance paradigm”, as well as the “accountability and “formal and procedural adequacy of acquisitions\u201d of goods and services.<\/p>\n

Work conditions<\/p>\n

Sebastia\u0303o Gunza stated that the deep changes verified in the organization and operation of the IGAE are also visible in the improvement of working conditions for all employees, at all levels. But, in order for the feeling of satisfaction to reach fullness, reinforced the general inspector, he hopes that, later this year, the new building will be materially delivered, currently in the process of adaptation and equipping.<\/p>\n

“We also intend, later this year, to start building the provincial delegations and the function houses of the respective delegates”, he clarified, and then stressed that the IGAE will continue to invest seriously in the training and technical and professional qualification of the employees and in the increase of means and work equipment, with a view to carrying out the activities carried out by the areas.<\/p>\n

In the field of Simplifica projects, the IGAE, according to Sebastia\u0303o Gunza, will continue to act permanently and uninterruptedly, through “unexpected inspection visits” or “without prior notice”, in order to identify the bodies and agents constituting obstacles for its materialisation.<\/p>\n

“We are going to act incisively, to guarantee that public policies are implemented and are reflected in the lives of the populations, as they were conceived by the Executive”, he assured, peremptorily, recalling that the IGAE develops mechanisms to prevent corruption, through the promotion of transparency, integrity and legality, with bodies and organizations subject to its jurisdiction.<\/p>\n

The general inspector of the State Administration reiterated, finally, that the members of the IGAE are the promoters of “best practices” and also of “best attitudes”, having highlighted the “commitment” to the achievement of objectives, without neglecting the importance of ensuring, internally, the “best levels of motivation and psycho-emotional balance of human capital”, as a guarantee of success.<\/p>\n
