Africa-Press – Angola. <\/strong><\/span>The Minister of the Interior, Euge\u0301nio Laborinho, reaffirmed the need for managers of the National Police (PN) staff to clearly convey the rules that determine the change of post, with a view to safeguarding any mistakes.<\/b><\/p>\n

“This means that the managers of the staff need to transmit that not everyone can have a certain post or function at the same time”, said the official this Tuesday.<\/p>\n

Euge\u0301nio Laborinho was speaking at the opening of the First Forum on Leadership and Personnel Development of the National Police of Angola, as part of the activities commemorating the 47th anniversary of the corporation, to be marked on the 28th of this month.<\/p>\n

According to the minister, what determines the change of post is the seniority, the result of the evaluation that is carried out, the financial coverage and the operational need.<\/p>\n

Euge\u0301nio Laborinho recalled that the management of National Police personnel has its specificity, just like any other military or militarized body.<\/p>\n

He added that the specificity stems from its own rules resulting from the nature and mission of the institution, which in practice requires rigor, impartiality, transparency and clear and concise communication.<\/p>\n

He underlined that the police hierarchy presupposes the existence of agents, deputy chiefs and officers at various levels, hence the need for career progression criteria to be widely known by all, in order to avoid speculation.<\/p>\n

The minister considered it essential that performance assessments be carried out periodically and that those appraised become aware of their results. \u201cThis will let everyone know whether or not they can benefit from the progression\u201d.<\/p>\n

As for the Leadership Forum, he highlighted the approach related to the criteria for attracting and retaining the best staff.<\/p>\n

In his speech, he referred that the theme is \u201cvery current and important, because, in the contemporary world, the dispute for the best brains is permanent, in such a way that the best staff are left to institutions that adopt efficient policies and strategies for attracting and retaining \u201d.<\/p>\n
