Africa-Press – Angola. <\/strong><\/span>Six thousand and 61 cases of different nature, out of a total of ten thousand 124 referred in the courts of the judicial province of Huambo, between 2021 and 2022, were carried over to the current year.<\/b><\/p>\n

The judicial province of Huambo is composed, in accordance with Law n.o 2\/15, of February 2 – Organic Law on the Organization and Functioning of the Courts of Common Jurisdiction by three regions, namely the comarca of Huambo (seat), with the integration of the municipalities of Cachiungo and Chicala-Cholohanga, that of Caa\u0301la, which houses the municipalities of Longonjo Ecunha, Ucuma and Chinjenje.<\/p>\n

It also includes the comarca of Bailundo, covering the municipalities of Londuimbali and Mungo.<\/p>\n

Of these, only the courts in the Comarca of Bailundo and Caa\u0301la function effectively.<\/p>\n

The information was provided to the press by the presiding judge of this judicial province, He\u0301lder Vicente da Silva, at the end of a meeting with the deputy ombudsman, Aguinaldo Cristo\u0301va\u0303o, who is on a four-day workday in the Central Plateau.<\/p>\n

According to the judicial magistrate, of the cases carried over, 3,033 are being processed in the Family Room, 1,255 in the Civil and Administrative Room, 951 in the Common Crimes Room, 313 in the Work Room and 239 in the District Court of Caa\u0301la.<\/p>\n

He\u0301lder Vicente da Silva said that the Bailundo District Court has 211 in progress, while 87 are in the Juvenile Court Room and 11 in the Sentence Execution Room.<\/p>\n

He explained that the high number of cases carried over, if compared with those judged, was due to the shortage of work materials and the insufficiency of staff.<\/p>\n

Despite the situation, the judicial magistrate reaffirmed the commitment to provide a quick response to cases, especially those of a civil nature.<\/p>\n

He\u0301lder Vicente da Silva reported that the local courts proceeded, in 2022, to the judgment of four thousand and 98 different cases, with the receipt of another thousand 251, while five thousand 873 carried over from 2021.<\/p>\n

Meeting with the Ombudsman<\/b><\/p>\n

The judicial magistrate said he had discussed with the ombudsman issues related to the recovery and return of citizens’ trust to the justice administration bodies in the province of Huambo, through the implementation of quick and personalized service programs.<\/p>\n

The idea, according to the judge, aims to ensure that court decisions are delivered in good time and are useful, with the guarantee of certainty and legal confidence of citizens.<\/p>\n

He added that he had also analyzed the issue of the protection of the most vulnerable (women and children), taking into account the ineffectiveness of the commission for the protection of minors, which should monitor the application of provisional and definitive measures, in relation to children in conflict with the law. .<\/p>\n

In terms of the situation of the criminal population, he said that the need for the Ombudsman to intervene with the higher courts, in order to speed up the processes in the appeal phase, had been addressed.<\/p>\n

He\u0301lder Vicente da Silva ruled out, at the time, the existence of cases of excessive pre-trial detention at the judicial stage.<\/p>\n

The Deputy Ombudsman also held a meeting with the President of the Provincial Council of the Angolan Bar Association in Huambo, with whom he analyzed aspects related to the practice of law, constituted, under the terms of the Constitution, as an essential profession for the administration of the Justice.<\/p>\n

In keeping with his work agenda, on this third day of his visit to the Central Plateau, Aguinaldo Cristo\u0301va\u0303o traveled to the municipality of Caa\u0301la, where he met with the Social Concert Council of that municipality, whose headquarters are 23 kilometers west of the city of Huambo.<\/p>\n

On the first two days, he held a meeting with the government authorities of the province, proceeded to open the new premises of the Provedoria Provincial Services and traveled to the municipalities of Bailundo and Cachiungo.<\/p>\n
