Africa-Press – Angola. <\/strong><\/span>The Minister of Territorial Administration (MAT), Dioni\u0301sio Manuel da Fonseca, showed up Friday, in Huambo, worried about the slowness registered in the execution of municipal projects, within the scope of the Integrated Plan of Intervention in Municipalities (PIIM).<\/b><\/p>\n

The province of Huambo has registered eight projects, within the framework of creating conditions for the implementation of Local Authorities, between municipal assemblies, chambers and administrative residential complexes.<\/p>\n

Of these, being carried out in the municipalities of Bailundo, Ecunha, Londuimbali, Longonjo and Mungo, four are initiated by the MAT, while the others are by the Local Government.<\/p>\n

Dioni\u0301sio Manuel Fonseca expressed this concern in statements to the press, moments after having verified the degree of execution of the works of the municipal assemblies of Ecunha and Longonjo, in the fulfillment of a three-day working day in this region of the Central Plateau.<\/p>\n

The two infrastructures, started in June 2021, record a degree of physical execution of 65 and 20 percent, respectively, and the lack of payments is, according to the contractors, the reason for the non-completion of the projects, whose execution period was initially 18 months.<\/p>\n

The minister said he was not happy with what he found, due to the slow pace of completion of the works.<\/p>\n

\u201cUnfortunately, the level of execution I found is not as satisfactory as we would have liked\u201d, said the government official, who promised to work with contractors and inspectors to meet the deadlines.<\/p>\n

The minister also reiterated the commitment to regular payments of resources earmarked for the construction of infrastructures.<\/p>\n

At country level, he said that 77 projects for the institutionalization of local authorities, including chambers, municipal assemblies and administrative residential complexes, are being executed within the framework of the PIIM.<\/p>\n

Huambo BUAP interconnect services<\/p>\n

The One-stop Shops for Public Service (BUAP) in the municipalities of Ecunha, Huambo and Longonjo were included in the pilot program, which aims to interconnect public services, with a view to boosting the process of strengthening administrative decentralization and deconcentration.<\/p>\n

The launch of the project, framed in the administrative and State Reform, in order to reduce administrative centralism, was guided by the Minister of Territory Administration, who delivered the first Identity Card, whose data collection was carried out at the BUAP of the municipality of Longonjo .<\/p>\n

Therefore, these bodies, along with the Citizen Card, which replaces the Residence Certificate, serve as data collection points for the issuance of the Identity Card, birth registration and the duplicate of the driving licence.<\/p>\n

According to minister Dioni\u0301sio Manuel da Fonseca, with this measure Huambo becomes the second province, after Luanda, making a total of seven BUAPs that interconnect services.<\/p>\n

Minister listens to members of civil society<\/p>\n

As part of his workday, the Minister of Territorial Administration granted audiences to traditional and religious authorities, representatives of women’s and youth organizations and the business class of the province of Huambo, within the scope of the process of listening to the civil society.<\/p>\n

Among the concerns presented, we highlight the improvement of access roads, the ease with which fertilizers can be purchased by peasants, the design of more funding for young youth initiatives and the development of economic activities in the field of agriculture and services .<\/p>\n

On the occasion, Dioni\u0301sio Manuel da Fonseca said that the concerns presented will be analyzed within the programs of the Angolan Government in order to find the appropriate solutions.<\/p>\n

On Thursday, at the beginning of the working day in the Central Plateau, the minister led the first National Meeting on the BUAP, witnessed by the governor of Huambo, Lotti Nolika, with the participation of the deputy governors and directors of the Registry and Modernization offices Administration of the country’s 18 provinces, as well as representatives of civil society organizations.<\/p>\n

On Saturday, the last day of activities in Huambo, he will hold a meeting with organizations for people with disabilities and then visit some critical buildings in the city of Huambo.<\/p>\n
