Africa-Press – Angola. <\/strong><\/span>The Heads of State and Government of the signatory countries of the Framework Agreement for Peace, Security and Cooperation (PSC) in the Democratic Republic of Congo (DRC) and in the Region, including the President of the Republic, Jo\u00e3o Louren\u00e7o, will meet , today, in Kinshasa, at a summit to analyze the progress made in the scope of the implementation of the aforementioned instrument.<\/b><\/p>\n

The summit, the tenth, will be chaired by Felix Tshisekedi Tshilombo, President of the DRC, who is expected to assume, also today, the acting chairmanship of the Regional Oversight Mechanism (ROM) of the Framework Agreement for Peace, Security and Cooperation, currently held by Yoweri Museveni, Head of State of Uganda.<\/p>\n

Angola is present at this summit with the Head of State, Jo\u00e3o Louren\u00e7o, and participates as a signatory to the agreement. The country has been present at all summits and high-level meetings on the Framework Agreement for Peace, Security and Cooperation in the DRC and the Region, having, in previous meetings, reaffirmed its commitment to continue to be a committed actor in the search for peaceful and constructive solutions to the various challenges that arise.<\/p>\n

In pursuit of this end, Angola has taken several actions to ensure peace and the resolution of conflicts in the Great Lakes Region, through effective acceleration of the implementation of the pact and regional protocols, for greater democracy and security and facilitate co-operation and the desired development.<\/p>\n

This summit was preceded by a technical meeting, chaired by the Assistant Secretary-General of the United Nations and the special envoy of the Secretary-General of the organization for the Great Lakes Region, Huang Xia, and another of the ministers of Foreign Affairs and Foreign Affairs of the countries agreement signatories. The latter aimed to adopt the documents and work agenda to be submitted to the summit today.<\/p>\n

The heads of diplomacy of the signatory countries of the agreement also analyzed issues related to political and security developments, with emphasis on the activities of armed groups and terrorist attacks recently verified in the region. Speaking to the press yesterday, the Minister of Foreign Affairs, T\u00e9te Ant\u00f3nio, stressed that one of the main themes of this meeting was the progress achieved, so far, in the scope of the implementation of the agreement.<\/p>\n

“Another point analyzed at this meeting was the process of dialogue in the region, as well as the encouragement of inclusive processes”, he stressed. On this point, T\u00e9te Ant\u00f3nio made it known that the report presented at the meeting highlights Angola’s actions in the Great Lakes, namely, in the search for understanding between Uganda and Rwanda, which culminated in the reopening of the Gatuna-Katuna border.<\/p>\n

T\u00e9te Ant\u00f3nio said that Angola’s efforts in the Central African Republic (CAR) were also analyzed at this meeting. , with more dialogue being encouraged, so that military actions where they are mandatory are complemented by efforts such as those carried out by Angola.<\/p>\n

“Then, we have another aspect, which is cooperation to combat the negative forces in the region, with emphasis on the armed groups, which are ravaging the region”, he stressed, of the signatory countries of the Framework Agreement on Peace, Security and Cooperation for the DRC and the Region, according to T\u00e9te Ant\u00f3nio, is the need to establish judicial mechanisms to deal with armed groups and a way to put an end to illicit exploitation natural resources, as this is one of the sources of financing for many armed groups.<\/p>\n

The Framework Agreement for Peace, Security and Cooperation in the Democratic Republic of Congo and the Region was signed on 24 February 2013, in Addis Ababa, Ethiopia, by 13 countries: Angola, Burundi, Kenya, Central African Republic, Congo , Democratic Republic of Congo, Rwanda, South Africa, Sudan, South Sudan, Tanzania, Uganda and Zambia.<\/p>\n

This agreement was also signed by the United Nations (UN), African Union, SADC, CIRGL, European Union, Belgium, USA, France and United Kingdom. The Framework Agreement defines a deeper and more comprehensive approach to the local, national and regional roots of conflicts and provides for the creation of national and regional oversight mechanisms, with the aim of monitoring the implementation of the commitments assumed by the signatory parties.<\/p>\n

It is an instrument that aims to create the essential conditions for the DRC and the Region to achieve peace, security and stability, in favor of sustainable development.<\/p>\n

President of the Republic in Kinshasa<\/b><\/p>\n

The President of the Republic, Jo\u00e3o Louren\u00e7o, travels this morning to Kinshasa, the capital of the Democratic Republic of Congo, the city that hosts the conference of Heads of State and Government of the signatory countries of the Framework Agreement for Peace, Security and Cooperation in the Democratic Republic of Congo and the Region.<\/p>\n

Jo\u00e3o Louren\u00e7o represents Angola at the meeting and also assumes the temporary Presidency of the International Conference for the Great Lakes Region.<\/p>\n

The leaders grouped within the Framework Agreement are making today, capital of Democratic Congo, an assessment of the progress achieved in the scope of the implementation of the referred mechanism.<\/p>\n

The Head of State will be back in the country later today, as soon as the event is over.<\/p>\n
