Africa-Press – Angola. <\/strong><\/span>The Director of the Support Project for Civil Society and Local Administration (PASCAL), Pablo Lo\u0301pes Dean, considered, in Malanje, that the referred project will promote the democratic and participative governance of the citizen, mainly of young people and women in the of decisions.<\/b><\/p>\n

Speaking at the presentation of “PASCAL” on the sidelines of the II extraordinary meeting of the Council for the Consultation of Communities in the municipality of Malanje, the official said that the initiative also aims to strengthen dialogue and promote social inclusion, in accordance with the perspectives of the Executive Angola and the European Union.<\/p>\n

According to the official, PASCAL is also a way of encouraging the participation and collaboration of citizens in a more effective way in the policies of the Angolan Government and the European Union, tending to the consolidation of decentralization processes and local development.<\/p>\n

Pablo Lo\u0301pez Dean also made it known that the project is based on three fundamental pillars that aim to contribute to the improvement of the legislative framework, regulate matters of participatory governance, supporting municipal administrations and public institutions in matters of administrative and territorial management.<\/p>\n

On the other hand, he considered that PASCAL will make the implementation of the autarchic process in Angola safer, although in a first phase it will only be implemented in 25 municipalities in the provinces of Benguela, Luanda, Malanje, Huila and Huambo, whose budget is estimated at more than five millions of euros.<\/p>\n

Regarding the 2nd extraordinary meeting of the Community Consultation Council, which aimed to call attention to participatory management on the part of traditional authorities and civil society, he said it was an exercise at the height of the municipality’s needs.<\/p>\n

During the meeting, participants addressed issues related to the licensing campaign for taxis and motorcycle taxi drivers, the current state of security in the municipality, expansion of the electricity and drinking water networks in the municipality, among others.<\/p>\n
