Africa-Press – Angola. <\/strong><\/span>The Secretary of the President of the Republic for State Reform, Pedro Fiete, reiterated yesterday that the SIMPLICA project, called 1.0 and 2.0, constitutes a strategy of the Executive that aims to make public administration increasingly modern, to provide quick responses to citizens’ interests.<\/b><\/p>\n

Speaking at the act of public presentation of the referred project in Malanje, the official said that it is a presidential diploma that will culminate, on the other hand, with the reduction of bureaucracy in the institutions’ services.<\/p>\n

According to the secretary, the government intends to change the paradigm with regard to assistance to citizens and the functioning of services, due to the gradual growth of the Angolan population, as with the current models it will not be possible to provide adequate assistance in the future.<\/p>\n

Without giving estimates, he explained that studies by the National Institute of Statistics point to a significant demographic increase in the period 2030-2050, which is why the needs of citizens and requests from public services are expected to increase, hence the need to implement the project.<\/p>\n

He stressed that the current model makes it difficult to attend to the mass of citizens, which forces bureaucratization, but with SIMPLIFICA it will be viable and obligations will be reduced.<\/p>\n

On his turn, the Deputy Governor of Malanje for the Political, Economic and Social sector, Domingos Eduardo, reaffirmed that based on the foundation of the simplification of the civil service, it is urgent to integrate and organize the systems that contribute to the improvement of service provision. through state reform.<\/p>\n

He recognized the dissatisfaction on the part of many citizens due to the bureaucratic way in which the State administration currently works, mainly due to the concentration of services, with emphasis on procedures and the delay in the treatment of documents or responses to concerns.<\/p>\n

However, he stressed that in view of the problem, SIMPLIFICA adjusts to the challenges of simplification and adoption of the principle of good governance, further emphasizing the fight against corruption and other evils.<\/p>\n

SIMPLIFICA provides, among other aspects, for the elimination of the residence certificate in place of the citizen’s card, while the military census becomes unofficial and the sole responsibility of the State services and comes to annul the obligation of the military census booklet.<\/p>\n

With regard to commercial activity, the project instituted a single license with an unlimited period of validity, as opposed to the previous 5 years.<\/p>\n

As for the licensing of continental artisanal fishing activity, carried out in rivers, lakes and swamps with small vessels, the taxpayer card, the title granting fishing rights and navigation and beaching licenses are exempt.<\/p>\n

Meanwhile, bookstores, shoe stores, retreaders and other companies in the commercial sector that do not pose a risk to public health do not require authorization from the local administration,<\/p>\n

SIMPLIFICA is an integrated and inclusive project that gives dignity and prestige to civil servants, as its concrete simplification measures make life easier for workers and remove citizens from misunderstandings regarding the activity of the State administration.<\/p>\n
