Africa-Press – Angola. <\/strong><\/span>The 3rd vice president of the UNITA parliamentary group, Mihaela Webba, assured this Thursday that the party will continue the dialogue with the MPLA to find a better legislative wording and make the Bill on Assembly and Freedom viable of Manifestation.<\/b><\/p>\n

Debates for the adequacy of the diploma, at UNITA’s legislative initiative, in the specialized commissions, were postponed, without date, due to the lack of consensus.<\/p>\n

At a press conference, Mihaela Webba said that UNITA “is committed to the defense of life and other fundamental rights and freedoms of citizens”, noting that the party will seek ways, with the MPLA, “for all those involved to understand and comply with the law”.<\/p>\n

She clarified that the “refusal of the ruling party to link the actions of national security agents present at the demonstrations to the Constitution” generated an impasse and postponed “sine die” the approval of the text.<\/p>\n

He recalled that, during the discussions, UNITA and the MPLA reached consensus on the preamble and systematization of the diploma in four chapters, underlining that, in relation to the duties related to freedom of assembly and demonstration, his party accepted all the duties proposed by the MPLA.<\/p>\n

On the other hand, he revealed that UNITA presented the intention of also placing in the law duties for the National Security agents deployed in the demonstrations, a request not accepted by the MPLA, on the grounds that there is already a Law on the National Police.<\/p>\n

Postponement<\/p>\n

The request for postponement of discussions on the diploma was made by the president of the session and also by the 1st Commission of the National Assembly, Reis Ju\u0301nior, who, due to lack of understanding found during the discussions.<\/p>\n

At the time, no political party with parliamentary representation present at the session was opposed to the suspension of work on analyzing and discussing the proposal.<\/p>\n

UNITA intends, with this legal instrument, to regulate the action considered ” excessive<\/p>\n

” by Public Order agents towards citizens demonstrating in the streets.<\/p>\n

of the group of protesters who request the exercise of this right.<\/p>\n

The Bill establishes the principles and rules regarding the exercise of freedom of assembly and demonstration by the citizen, in a peaceful manner and without resorting to weapons, aiming at the preservation of social peace, the national security and the rights and freedoms of the people.<\/p>\n

For deputy Mihaela Webba, from UNITA, the behavior of the National Police agents should be one of prevention, and therefore understands that the proposal should be part of the Bill on Freedom of Assembly and Demonstration to avoid confusion.<\/p>\n

MPLA MP Milonga Bernardo, rapporteur for the bill, recently explained that, by establishing duties for defense and security agents, rights would be deliberated.<\/p>\n

He added that UNITA has not proposed rights to agents, but is suggesting that duties be applied to them. “From a legal point of view, there is a correlation between rights and duties. Therefore, if there are no rights, how will there be duties?”, wondered Milonga Bernardo.<\/p>\n

The deputy clarified that the acts of the agents of authority are already marked out in the Basic Law that regulates the action of the staff on how they should act before the citizens, stressing that, within the scope of the search for consensus, he presented a proposal on the duties of the agents responsible for the maintenance of public order and tranquillity, in the exercise of their functions.<\/p>\n
