Africa-Press – Angola. <\/strong><\/span>Political analyst Osvaldo Mboco highlighted, this Friday, the preventive action of the defense and security forces in securing demonstrations in the country.<\/b><\/p>\n

In reacting to Amnesty International Portugal’s petition to put an end to what he considers “the use of excessive, disproportionate and lethal force by the security forces”, he said that this action aims to ensure the social well-being, peace, order and tranquility of the populations .<\/p>\n

According to the academic, freedom of expression and assembly is one of the gains of democracy in Angola and should never be used for the purpose of destroying public or private property, as has been happening in the demonstrations.<\/p>\n

He considered the position of Amnesty International Portugal a form of pressure on the Angolan authorities, in the sense of speeding up the discussion, in the National Assembly, of the Bill on Meetings and Demonstrations.<\/p>\n

“It is almost impossible to think that during a demonstration the defense and security forces do not use weapons”, he said, underlining that the type of weapons to be used will depend on the risk of threat posed by the demonstration.<\/p>\n

He recalled that Angola has a special basic law that regulates the action of the National Police, whether in meetings, demonstrations or other types of activities.<\/p>\n

He defended, however, greater articulation between the defense and security forces and the organizers of the demonstrations, having stated that it is essential to send the itinerary to the authorities, as stipulated by law.<\/p>\n

This procedure, he continued, aims to safeguard the rights of citizens directly involved in these acts and third parties unrelated to them.<\/p>\n

Regarding the destruction of public property, Osvaldo Mboco defended that the perpetrators be criminally blamed for acts of vandalism and riot.<\/p>\n

In the analyst’s opinion, whenever one investigates and comes to the conclusion that there was excess on the part of the Police, it is also necessary to take criminal action against those involved, in order to maintain order and tranquility.<\/p>\n

Debates on the Bill on Demonstrations, an initiative of the UNITA party, were postponed \u201csine die\u201d, due to lack of understanding found during the discussions.<\/p>\n

At the time of the debate on the Draft Law on Meetings and Demonstrations, no political party with parliamentary representation present at the session was opposed to the suspension of work on the analysis and discussion of the proposal.<\/p>\n

UNITA intends, with this legal instrument, to regulate the action considered “excessive” by the agents of the Public Order in front of the demonstrating citizens.<\/p>\n

The diploma establishes the principles and rules regarding the exercise of freedom of assembly and demonstration, in a peaceful manner and without resorting to weapons, with a view to preserving social peace, national security and people’s rights and freedoms.<\/p>\n

In Angola, the acts of law enforcement officers are set out in the Basic Law on the Organization and Functioning of the National Police.<\/p>\n
