Illegal logging, together with the frequent fires that have contributed greatly to the imbalance of its forest ecosystem.<\/b><\/p>\n<p>Press found that it is increasingly common to find deforested areas within the province&#8217;s extensive forest belt. In addition, complaints made by forestry producers with licenses certified by the Forestry Development Institute (IDF) are recurrent.<\/p>\n<p>Speaking to this newspaper, on condition of anonymity, the manager of a timber company based in the province considers the level of devastation of forest areas to be quite alarming. He points out that the phenomenon is more evident from the Southeast area, crosses the East of the city of Cabinda and culminates in the North region, more specifically in Alto Maiombe.<\/p>\n<p>&#8220;There is evidence of clearings inside the forest as a result of the burning that many citizens use to practice agriculture, as well as the rampant felling of trees for the production of wood that is later sold in the informal circuit&#8221;, denounces the aforementioned source.<\/p>\n<p>In defense of the loggers, the managing partner of the Anto\u0301nio Pereira Neves (APN) group, Joa\u0303o Neves, denies information according to which the devastation of the forest results from the greedy irresponsibility of the companies in the sector. The businessman explains that before cutting down a tree, it is first necessary to assess its diameter, quality and specificity, a procedure that is never taken into account by prospectors, much less by most people who carry out family farming.<\/p>\n<p>&#8220;When we enter an exploration zone, out of every thousand trees that we come across, after carrying out the proper assessment to assess their quality, specificity and diameter, only 20 percent of the trees are selected. From this universe, sometimes, we only cut between 10 and 20 trees&#8221;, said Joa\u0303o Neves, adding that the problem of devastation of Cabinda&#8217;s forest belt has more to do with the new planting techniques for cassava, banana, cocoa and coffee crops.<\/p>\n<p>Jaime Gouveia&#8217;s thinking is no different. In effective service in a logging company, he firmly states that the devastation of the forest cannot be imputed as an action directed by logging companies. He points the finger at the action of peasant families who find themselves in need of finding a means of subsistence. If, on the one hand, he regrets that some peasants enter the forest to burn and cut down trees that have not yet reached their normal growth period, on the other hand, Jaime Gouveia understands that it is necessary to urgently &#8220;stop&#8221; wood mining if, in fact, one wants to protect the province&#8217;s forest belt.<\/p>\n<p>very attractive business<\/p>\n<p>In Cabinda, the sale of wood extracted by miners in areas not controlled by the IDF has become a very attractive business due to the easy enrichment it provides to those involved.<\/p>\n<p>Data that press had access to indicate that the illegal trade in wood is carried out mainly by illegal foreigners, who assume the leading role in the cutting areas and in the markets where the product has been sold. On this path, huge quantities of illegally sourced wood arrive at the markets of the Commander Gika neighborhoods, Prac\u0327a do Povo Grande and Cabassango every day. In other words, mined somewhere in the vast forest of Cabinda by prospectors who escape IDF control. In these places, it is possible to find all kinds of wood, from boards, beams and planks sold at a very low cost compared to those practiced by duly legalized timber companies.<\/p>\n<p>Just to give you an idea, a black undianuni board, six meters long and 40 centimeters wide, considered a rare species and with an above-average commercial value, is sold in the informal market between seven and eight thousand kwanzas, while in the sawmills it costs approximately 15 thousand kwanzas. A beam of the same type of wood, six meters long and seven centimeters wide, is sold on the informal market for 3,000 kwanzas, while at sawmills the price is set at 7,000 kwanzas.<\/p>\n<p>IDF is unaware of the intricacies of the business<\/p>\n<p>As the supervisory body for forest activity, the IDF is seriously concerned about illegal logging that takes place all over Cabinda&#8217;s forest belt.<\/p>\n<p>The IDF forestry technician in the province, Noel Luzolo, recognizes that there is a lot of illegally sourced wood in local markets. However, he does not know the intricacies of the business, nor the paths that prospectors use to get the wood to the main points of sale.<\/p>\n<p>Noel Luzolo refers that, even with the scarcity of inspectors \u2013 a total of four \u2013 the IDF has always worked as far as possible, placing them next to police checkpoints where considerable amounts of illegal wood have been seized.<\/p>\n<p>&#8220;We have done everything possible to prevent illegal logging&#8221; said Noel Luzolo, for whom the success of the seizures has also been due to the prompt collaboration of traditional authorities, the National Police and other defense and security bodies.<\/p>\n<p>For Noel Luzolo, another issue that makes the IDF uneasy has to do with the production of charcoal, an activity that has also contributed to the devastation of the forest and degradation of the environment. In this regard, he denounces that the individuals involved in this practice cut down all types of trees and bushes that they find in the forest.<\/p>\n<p>&#8220;Charcoal licensing is suspended throughout the country and its production is only allowed from wood waste&#8221;, he warns.<\/p>\n<p>Despite being perennial and easy to regenerate, in order to reverse the devastation in the forest belt of the province of Cabinda, Noel Luzolo suggests urgent measures that necessarily involve repopulation while waiting for the regulation of the forest concession law.<\/p>\n<p>&#8220;The exploitation of wood in the form of forest concessions is more sustainable, since it leaves the process of reforestation to the responsibility of the logger himself, contrary to what is foreseen in the annual license contract where the State assumes this task&#8221;, said Noel Luzolo.<\/p>\n<p>Embarrassment for loggers<\/p>\n<p>Owner of the business group Abi\u0301lio de Amorim &amp; Filhos, the largest local creator of products with forest resources in the province, Herculano de Amorim is of the opinion that mining for wood is one of the biggest constraints that legally constituted timber companies currently face, taking into account that this practice promotes unfair competition, attracts citizens to informal markets due to the low prices that are practiced there, making it impossible for normal sales to companies.<\/p>\n<p>Herculano de Amorim characterizes wood mining as an evil that must be vigorously combated, as it creates constraints on the balance of sales of companies and enormous damage to the forest, since, as there are no inspection conditions on the part of the IDF, as if that were not enough, the prospectors cut down all kinds of trees to produce wood.<\/p>\n<p>&#8220;Forest devastation and fires only happen due to a lack of means and weak supervision. The Forestry Development Institute is not in a position to supervise&#8221;, said Herculano de Amorim, stressing that if the institution had the means to supervise, the scenario that is being witnessed in the forest would never happen.<\/p>\n<p>Rather than expressing that it is quite embarrassing for companies that pay taxes to the State, to observe considerable amounts of illegally sourced wood on the informal market, Herculano de Amorim reiterates the need to give IDF inspectors the means to work better to supervise them, since only then can good results be demanded of them.<\/p>\n<p>&#8220;The lack of inspectors in sufficient numbers leads to peasants and miners invading exploration areas granted to logging companies for the exercise of their activities&#8221;, he laments.<\/p>\n<p>Responsible and selective cutting<\/p>\n<p>A self-respecting logger does not cut down trees in an anarchic manner, nor does he burn the forest, which is why Herculano de Amorim gives the example of forest areas explored three, four, five and eight years ago, which, however, remain closed, in a clear demonstration that the cutting of wood was done in a responsible and selective manner.
