Africa-Press – Angola. <\/strong><\/span>The National Assembly (AN) recommended the Executive to improve the accountability mechanisms of public managers for non-compliance and delay in rendering accounts.<\/b><\/p>\n

The recommendation is expressed in the General State Account (CGE) for the 2021 fiscal year, whose Draft Resolution was approved this Thursday, in the hemicycle, with 100 votes in favor (MPLA), 61 against (UNITA) and 04 abstentions of the PHA and the Mixed PRS\/FNLA parliamentary group.<\/p>\n

The document was presented at the Plenary by the Minister of Finance, Vera Daves.<\/p>\n

Ao Executivo o Parlamento recomendou a continuar com as dilige\u0302ncias no sentido das misso\u0303es diploma\u0301ticas consulares, governos provinciais e administrac\u0327o\u0303es municipais prestarem contas nos prazos estabelecidos por lei.<\/p>\n

A Assembleia Nacional quer tambe\u0301m que o Executivo preste maior atenc\u0327a\u0303o a\u0300s recomendac\u0327o\u0303es do Tribunal de Contas (TC), com realce aos exerci\u0301cios anteriores, de modo a garantir o seu cumprimento global.<\/p>\n

Os legisladores recomendaram ao Governo a garantir verbas para a conclusa\u0303o dos projectos, no a\u0302mbito dos Programas de Investimentos Pu\u0301blicos (PIP) e do Plano Integrado de Intervenc\u0327a\u0303o nos Munici\u0301pios (PIIM).<\/p>\n

They also recommended that the Government improve the monetary policies implemented by the National Bank of Angola (BNA), in order to contain inflation levels, focusing on the established annual objectives, to guarantee the stability of the national currency and return purchasing power to the population. .<\/p>\n

At the same time, the deputies recommended improving the quality of expenditure on programs for the reform and modernization of justice and the strengthening of the fight against economic and financial crime and corruption.<\/p>\n

Likewise, the parliamentarians defended the securing of funds destined to support Angolan communities abroad, for the continuity of the process of civil registration, issuance and attribution of the Identity Card (BI) and the Passport.<\/p>\n

Findings<\/p>\n

Apesar da pandemia da Covid-19 que assolou o pai\u0301s e mundo, a CGE referente ao exerci\u0301cio financeiro de 2021, de forma geral, apresentou um crescimento econo\u0301mico estimado em 0,7 por cento do Produto Interno Bruto (PIB), tendo em conta o desempenho do sector Na\u0303o Petroli\u0301fero na ordem de 6,4 por cento, que foi suficiente para abrandar a contracc\u0327a\u0303o do sector petroli\u0301fero, estimada em 11,5 por cento.<\/p>\n

No que toca a\u0300 execuc\u0327a\u0303o no orc\u0327amento para as despesas, o documento enfatiza que o sector social teve prioridade, tendo uma fatia de 39 por cento, seguido da Defesa e Seguranc\u0327a Pu\u0301blica, com uma participac\u0327a\u0303o de 23 por cento, bem como o sector Econo\u0301mico e Servic\u0327os Pu\u0301blicos Gerais, ambos com uma participac\u0327a\u0303o de 19 por cento.<\/p>\n

O documento descreve, tambe\u0301m, que houve incumprimento em termos de prestac\u0327a\u0303o de contas por parte de algumas Unidades Orc\u0327amentadas, nomeadamente as misso\u0303es diploma\u0301ticas e consulares, bem como a prestac\u0327a\u0303o tardia de algumas administrac\u0327o\u0303es municipais e governos provinciais.<\/p>\n

Privatizac\u0327a\u0303o<\/p>\n

No domi\u0301nio das privatizac\u0327o\u0303es, o documento refere que foram privatizadas um total de 34 empresas, num valor de 442.40 mil milho\u0303es de kwanzas, o que representa um grau de execuc\u0327a\u0303o de 243 por cento comparativamente a\u0300s 14 empresas programadas.<\/p>\n

Segundo o documento, o programa de privatizac\u0327a\u0303o permitiu ao Estado arrecadar um montante na ordem de 425.84 mil milho\u0303es de kwanzas, com destaque nos sectores Agro-pecua\u0301rio, Imobilia\u0301rio, Indu\u0301stria, Recursos Minerais, Petro\u0301leo, Turismo, bem como Financeiro.<\/p>\n

Recuperac\u0327a\u0303o de cre\u0301dito<\/p>\n

In the period under review, 21.84 billion kwanzas were recovered from bad loans from the Banco de Poupanc\u0327a e Cre\u0301dito (BPC).<\/p>\n

In general, the recovery of bad loans achieved a positive performance of around 9.99 percent over the estimated value of 19.85 billion kwanzas.<\/p>\n

The General State Budget for 2021, approved by Law No. 42\/20, of December 31, set revenues and expenses in the amount of 14,785,200,965,825.00 (fourteen billion, seven hundred and eighty-five billion, two hundred million, nine hundred and sixty-five thousand, eight hundred and twenty-five kwanzas).<\/p>\n
