Africa-Press – Angola. <\/strong><\/span>Managers of Local State Administration bodies, in Benguela province, were, this Thursday, trained on the preparation of the General State Budget (OGE) for 2024.<\/b><\/p>\n

An initiative of the Provincial Government of Benguela, the seminar addressed topics such as \u201cElaboration of the Annual Public Procurement Plan\u201d, \u201cPresentation of the Instruction for the Preparation of the General State Budget (OGE) 2024\u201d and \u201cInstruction and Preparation of the 2024 GDP\u201d.<\/p>\n

Speaking on the occasion, the deputy provincial governor of Benguela for Technical Services and Infrastructure, Adilson Gonc\u0327alves, representing the governor Lui\u0301s Nunes, made it known that the seminar is part of the National Development Plan 2023\/2027.<\/p>\n

He explained that the OGE is an instrument that serves to implement the economic and social policy established in the governance program.<\/p>\n

Hence, as I said, it is important that public resources, strategic priorities and goals to be achieved are defined during the preparation phase.<\/p>\n

For the government official, this is the crucial moment in which investment projects and resource needs are evaluated and decided upon, which will be included in the country’s main financial management instrument, the OGE.<\/p>\n

According to the vice-governor, the decisions to be taken, within the scope of the viability of the projects and the availability of resources, will have a direct impact on the economic, social and infrastructural development for the sustainable growth and well-being of the population.<\/p>\n

Given the complexity of the budget process and considering the economic, social and fiscal impact, the official highlighted the need for continuous training of budget managers in the province on the instructions for preparing the 2024 OGE.<\/p>\n

And he appealed to the budgetary units, responsible for collecting their own revenues, to improve the collection mechanisms, preserving fiscal justice and not sacrificing the availability of other sources of revenue.<\/p>\n

He also underlined the need for a more effective management of resources, contributing to the improvement of the quality of public services offered to the population.<\/p>\n

He considers, however, that the completion of ongoing projects can optimize the use of existing resources, avoid waste and maximize benefits for the population.<\/p>\n

Therefore, it aims that each kwanza is applied transparently, without deviating from the true priorities for local development.<\/p>\n

He stated that it was fundamental to direct OGE resources to priority areas, such as infrastructure, health, education and security.<\/p>\n

In his view, ensuring transparency in the application of resources can promote the population’s confidence in the proper use of public money.<\/p>\n

This, according to him, requires responsible management and adequate supervision, transparent accountability on the part of all those involved in the budget process, with emphasis on the Bodies of the Budget System of the Local State Administration, the Provincial and Municipal Consultation Councils of Communities and Social Dialogue.<\/p>\n

The event, held at the Municipal Administration of Benguela, was also attended by the deputy governor for the Political, Social and Economic sector, Li\u0301dia Amaro, the provincial delegate for Finance, Carlos Jorge Hapapa, municipal administrators, other members of the Provincial Government, judges and public prosecutors.<\/p>\n
