Africa-Press – Angola. <\/strong><\/span>National and foreign companies will, starting this year, present to the Ministry of Mineral Resources, Oil and Gas (MIREMPET) and the National Agency of Petroleum and Biofuels (ANPG), their plans for recruitment, training, integration and development of the national workforce, under the Law on Local Content.<\/b><\/p>\n

This obligation began to be implemented Tuesday, with the signing of the first seven program-contracts with companies in the sector. Thus, the oil sector closes the cycle of Angolanization in this domain.<\/p>\n

\u201cIt means that, from now on, the signing of program contracts will be mandatory for all companies operating in the oil and gas sector\u201d, said the Secretary of State for Mineral Resources, Ja\u0302nio Victor, at the signing ceremony of the first seven program contracts. within the scope of Local Content.<\/p>\n

Angolanization in the order of 87%<\/p>\n

The oil and gas sector in Angola currently accounts for 87% of the national workforce, taking steps towards the “Angolanization” of oil and gas companies.<\/p>\n

Despite the entry of innovative technology, the Angolanization of the oil and gas sector tends to grow due to the investments that are being made in training staff, according to the Secretary of State for Mineral Resources, Ja\u0302nio Victor.<\/p>\n

Also according to the official, the country has 1,540 Angolan companies, of which two are operators, Sonangol and EtuEnergies, the latter the largest private company in the oil sector.<\/p>\n

At the level of the management bodies of international companies, Ja\u0302nio Victor mentions that 65% of national staff held management and leadership positions in the period 2018\/2022.<\/p>\n

Program contracts signed<\/p>\n

The first seven program contracts signed mark the implementation of the Presidential Decree on Local Content for “oil and gas” areas, three after the Decree’s approval.<\/p>\n

The contracts were signed between the Ministry of Mineral Resources, Oil and Gas and the companies Sonangol-EP, Etu Energies, Atis-Nebest, Sonamet, Grupo Simples Oil, Cabinda Shipping (Cabship) and Tecssep.<\/p>\n

With the signature of the program-contracts, the Ministry begins to execute Presidential Decree nr.271\/20, of October 20th, which regulates the necessary conditions for the effective growth of the presence of national companies in the oil sector, as well as the generation of employment opportunities and qualification of the national workforce.<\/p>\n

The diploma also aims to give space to Angolan companies in service provision contracts with oil block operators in the country, businessmen and associations of national local content companies, previously with little access to contracts linked to the sector.<\/p>\n

The aforementioned law created three contracting regimes for Angolan companies, namely exclusivity, preference and competition.<\/p>\n
