Africa-Press – Angola. <\/strong><\/span>Members of civil society, academics, journalists and politicians from the provinces of Benguela, Bie\u0301, Cuando Cubango, Huambo and Hui\u0301la discussed, this Tuesday, the development of the southern region and the role of municipalities, at an ADRA regional conference.<\/b><\/p>\n

The event, held in the auditorium of the Instituto Superior Polite\u0301cnico Cato\u0301lico do Huambo, aimed to identify the main challenges of the institutionalization of local authorities in Angola, as well as the exchange of information between State institutions and participants, within the scope of the “Esumbilo” project, expression in Umbundu, which means \u201cRespect\u201d.<\/p>\n

On the occasion, the chairman of the board of directors of the Angolan non-governmental organization Action for Rural Development and Environment (ADRA), Maria Teresa Vito\u0301ria, considered the approach to the development of the southern region and local authorities to be important, with a view to promoting the correct implementation of actions in rural communities.<\/p>\n

He said that the concern with the country’s decentralization has always been present in ADRA’s social intervention agenda, as a civil society organization, through participation in debates, with the aim of seeking to influence public policies.<\/p>\n

\u201cThe issue of decentralization in the country has been discussed by ADRA for over 20 years, within the broader framework of its contribution to the institutionalization of local power in Angola\u201d, he underlined.<\/p>\n

Maria Teresa Vito\u0301ria informed that ADRA, within the scope of its 2023-2027 strategic plan, intends to deepen its contribution in improving the dialogue between rural communities and the institutions of the Angolan State, through various existing local platforms for this purpose.<\/p>\n

The conference, according to the official, constitutes yet another contribution by ADRA on the implementation of local authorities in Angola, which has become a national imperative, increasingly demanded by various segments of society.<\/p>\n

In his turn, the director of the Legal office of the Government of Huambo, Crescenciano Sapi, considered the conference on local authorities to be important, as it was essentially focused on the decentralization of local power.<\/p>\n

He said that the Angolan State is carrying out work so that the implementation of local authorities takes place with the minimum of necessary conditions, so that they are capable of responding to the challenges and problems of the population.<\/p>\n

He asked for reflection on the requirements to be imposed by local authorities in the country, which will require more work in the communities, with no room for error, for the promotion of local development.<\/p>\n

The event was honored by, among other personalities, the general director of ADRA, Carlos Cambuta, the dean of the Jose\u0301 Eduardo dos Santos University (UJES), Virgi\u0301nia Lacerda Quartim, among other guests.<\/p>\n

The \u201cEsumbilo\u201d project has been implemented by ADRA since 2020 in the provinces of Benguela, Bie\u0301, Cuando Cubango, Huambo and Hui\u0301la, with the aim of contributing to strengthening the protection and respect for human rights, fundamental freedoms and the implementation of local authorities in Angola.<\/p>\n

ADRA, currently with six branches, namely Benguela, Cunene, Huambo, Hui\u0301la, Namibe and Malanje, was created in 1990, as an Angolan non-governmental organization, dedicated to promoting the democratic and sustainable, social, economic and environmental development of the country, as well as national reconciliation.<\/p>\n
