The area was used for military maneuvers by the 101st Tank Brigade, which shared the space with some peasants who practiced subsistence agriculture. Currently, the city is home to 60,000 people, which is a challenge for the district administration led by Francisco Tchipilica<\/b><\/p>\n<p>The city currently has more than 60,000 inhabitants, said the administrator of the Urban District of Sequele, who, in a conversation with press, said that the inhabitants are engaged in the progress of the city, which, as he said, &#8220;is daily and visible&#8221;.<\/p>\n<p>Francisco Tchiplica stressed that there are always challenges, despite the administration not having its own budget for some time.<\/p>\n<p>&#8220;Today, we have a calm and peaceful city that is a source of pride for all of us&#8221;, guaranteed the administrator.<\/p>\n<p>The number of social facilities, such as schools and health units, according to Francisco Tchipilica, is still far below the current needs of the city&#8217;s inhabitants. According to the administrator, the water supply, for example, was already a problem, a situation that has changed, since, currently, residents receive the &#8220;precious liquid\u201d during a period of 20 to 21 hours, when previously , the water flowed from the taps only for eight hours.<\/p>\n<p>One of the main complaints presented by the population to the Administration of the Urban District of Sequele has to do with public lighting. On this point, Francisco Tchipilica referred that everything has been done, but the problem is not easy to solve, as there is no money for the maintenance of the public lighting system. \u201cOne of the priorities, at this moment, has been the recovery of public lighting, whose work has received the support of organized groups of residents\u201d, he added.<\/p>\n<p>An amount, whose amount was not revealed by Francisco Tchipilica, was made available to the Administration of the Urban District of Sequele by the Municipal Administration of Cacuaco, which allowed the recovery of public lighting on streets 2 and 3, as well as a PT that was vandalized more than four years ago, on the main road, known as Avenida 12 de Agosto.<\/p>\n<p>The administrator argued that, in order to always have functioning lighting, the centralities should have their own funds for their maintenance.<\/p>\n<p>Education Sector<\/p>\n<p>The city of Sequele has only three public schools, all under the management of the Catholic Church. These are schools that offer primary education, the 1st and 2nd cycles of Secondary Education. The public primary school in the city of Sequele has the particularity of being the largest in the country.<\/p>\n<p>The handing over of the management of the three public schools to the Catholic Church has already been the subject of heated debates among residents, with a significant number not agreeing with the decision of the Government of the Province of Luanda.<\/p>\n<p>&#8220;It is important to remember that the Church has always been a moral reserve&#8221;, defended the administrator, adding that &#8220;there are strategic partnerships between the churches and the Angolan State&#8221;.<\/p>\n<p>The management of the schools was handed over to the Catholic Church as it could have been handed over to any other church, stressed Francisco Tchiplilica.<\/p>\n<p>What was lacking, in the administrator&#8217;s opinion, was the lack of communication between schools and guardians, after the decision to hand over management to the Episcopal Conference of Angola and Sa\u0303o Tome\u0301 (CEAST). &#8220;The urban district of Sequele receives students who come from neighboring municipalities, such as Icolo and Bengo and Viana, something that also happens in the Health sector&#8221;, informed the administrator.<\/p>\n<p>Illegal occupations and projects in action<\/p>\n<p>The Urban District of Sequele is one of the areas in the province of Luanda that usually registers cases of illegal occupation of land. The phenomenon has been blurred within the scope of a consultation, since 2020, between the District Administration and the Infrastructure Land Management Company (EGTI).<\/p>\n<p>According to the administrator, in almost all the territory of the Urban District of Sequele there are illegal occupations, a social phenomenon &#8220;created by greedy people, mainly for the illegal sale of land\u201d.<\/p>\n<p>Francisco Tchiplilica denounced that the invaders are always the same and added that the neighborhoods Sombra do Imbondeiro, Tande, Be\u0302nc\u0327a\u0303o de Deus, Ecos da Paz and Vontade de Deus are illegal and, for this reason, will not be reclassified.<\/p>\n<p>The person responsible for the Urban District of Sequele recalled that citizens who want to acquire a plot of land must apply to the administration.<\/p>\n<p>Francisco Tchipilica referred that there is a desire of many individuals to build leisure areas in the vicinity of the city of Sequele, a desire that finds it difficult to materialize, given that EGTI has \u201cits own policies for granting land\u201d.<\/p>\n<p>The trade network is deficient, acknowledged Francisco Tchipilica, after informing that in the Urban District of Sequele there are only two large commercial areas. A deficit that is at the origin of the expressive number of cantinas, a precarious trade dominated by expatriates.<\/p>\n<p>The District of Sequele has a public market with capacity for 350 benches and two private markets. &#8220;Unfortunately, the number of markets is still not enough&#8221;, declared the administrator, who said it is a concern that will be taken &#8220;to the legal entities, in the sense of including , in the 2024 State Budget, the construction of a larger municipal market&#8221;.<\/p>\n<p>Traffic lights and building maintenance<\/p>\n<p>The city of Sequele still does not have a traffic light system, despite having been part of the construction project for the centrality, which has been inhabited since 2013.
