Africa-Press – Angola. <\/strong><\/span>Various sectors of society in Benguela suggested, this Wednesday, to the Government, making technical and professional training of young people a lever for employability, in order to respond to the country’s needs.<\/b><\/p>\n

This vision was shared during a consultation on the National Agenda for Employment, promoted by the Provincial Government of Benguela, with the aim of allowing civil society to contribute to the enrichment of the proposal, before its approval by the Council of Ministers.<\/p>\n

Based on three principles, such as the dignity of the human person, productivity and sustainability of work, the document presents the Angolan State’s guidelines on employment, with a view to providing a mobilizing and catalyzing environment for public and private initiatives.<\/p>\n

Speaking at the event, guided by the provincial governor of Benguela, Lui\u0301s Nunes, in the presence of the general director of the National Institute of Employment and Professional Training (INEFOP), Manuel Mbangui, the municipal administrator of Lobito, Evaristo Calopa Ma\u0301rio, argues that, in order to combat unemployment, strategies must be defined for the development of skills aligned with the need for employment.<\/p>\n

That is why the person responsible suggested the intensification of investment in technical and professional training, that is, in technological equipment, with the engagement of the education and higher education sectors.<\/p>\n

As technical-professional and basic secondary training has a technological and practical component, the Lobito administrator reinforces the idea that it is necessary to invest, for example, in laboratories and workshops, in order to empower young people with experience and allow them to fit in in the business market.<\/p>\n

Fishing sector businessman Ade\u0301rito Areias also supports the same approach, but looks with concern at the fact that universities’ training offer bypasses the technical and professional training of youth, taking into account the needs of the productive sector.<\/p>\n

\u201cHow many engineers, veterinarians and agronomists do we train in higher education courses?\u201d asks Ade\u0301rito Areias, at the same time as he warns about the glaring lack of intermediate technicians in the production sector, such as plumbers, welders, electricians and mechanics, a situation that needs to change .<\/p>\n

On the other hand, the businessman highlighted the importance of civil construction as a sector that could become one of the great centers of employability, generating jobs for many people, alongside agriculture and commerce.<\/p>\n

The hotel businessman, Jorge Gabriel, encourages the Government to adapt the training of young people to the specific needs of the country, within the scope of this employment agenda.<\/p>\n

According to him, nowadays, everyone wants to be a doctor, forgetting that a society must have medium and basic technicians such as locksmiths, carpenters, bricklayers and farmers.<\/p>\n

Leader of the Association of Entrepreneurs in the Hotel and Tourism sector of Benguela, Jorge Gabriel also regrets that the arts and crafts workshops, both in Casa do Gaiato and in the former League school, are abandoned, as are the professional training centers in Catumbela, which pushes young people into crime.<\/p>\n

Supporting this opinion is the secretary of the Municipal Youth Council in Catumbela, Mateus Chipuco, stating that training centers should offer technical courses that correspond to the needs of communities and, therefore, attract more young people and prevent them from being underutilized.<\/p>\n

Regarding unemployment affecting young people, the advisor asked that the National Agenda for Employment include support for private companies to maintain employment in a crisis situation, in addition to reducing bureaucracy in accessing financing for youth projects.<\/p>\n

Birth rate<\/p>\n

Since current estimates of demographic growth in the country point to more than three percent, company manager Totas Garrido proposes the inclusion of a fifth pillar in the National Agenda for Employment, namely birth rate control.<\/p>\n

Another aspect, he said, is the promotion of intensive labor for younger people and the main focus is the service provision and tourism sectors, without neglecting agriculture and fishing as major pillars, as well as civil construction.<\/p>\n

Contributions<\/p>\n

In response to the contributions presented, the general director of INEFOP agrees with the need to intensify actions in the field of secondary and higher technical and professional training, to meet the real development needs of the province of Benguela.<\/p>\n

Manuel Mbangui also highlighted the need to take advantage of the potential of the Lobito Corridor, to promote and create new jobs.<\/p>\n

\u201cWe leave here satisfied and all these contributions will be accepted to create the guiding document, which will be the National Agenda for Employment\u201d, he said.<\/p>\n

The expectation, he stressed, is that the agenda will be an instrument for coordinating the Executive’s actions and providing macro and micro economic guidance in job creation.<\/p>\n

With this, he believes that the role of the State in the labor market will be clarified and employment can and should be created in the productive sector of the economy.<\/p>\n
