Africa-Press – Angola. <\/strong><\/span>The President of the Republic, Joa\u0303o Lourenc\u0327o, delivers, on Monday, a message on the state of the Nation, marking the opening of the parliamentary year (2023-2024) of the V Legislature of the National Assembly.<\/b><\/p>\n

Joa\u0303o Lourenc\u0327o addresses the country with a message about the state of the Nation and \u201cthe policies recommended for resolving the main issues, promoting the well-being of Angolans and the country’s development\u201d, as established in article 118 of the Constitution.<\/p>\n

This is the seventh time, second in the current term, that President Joa\u0303o Lourenc\u0327o will present the message on the state of the Nation, in line with the constitutional imperative-<\/p>\n

By the way, deputy Esteves Hila\u0301rio, from the MPLA, foresees that issues of an economic and social nature, given the country’s reality, will centralize the speech of the Holder of the Executive Power in the hemicycle.<\/p>\n

“The speech on the state of the Nation will certainly address all matters in the country, but the relevance will be issues of an economic and social nature, that is my reading”, he predicted.<\/p>\n

The leader of the UNITA parliamentary group, Liberty Chiyaka, hopes that, in this legislative session, the President of the Republic will announce a calendar for the implementation of local authorities in the country.<\/p>\n

He made it known that the UNITA parliamentary group will submit to the National Assembly a Bill for the Institutionalization of Local Authorities in the country, which has the contribution of civil society partners.<\/p>\n

Liberty Chiyaka did not rule out the possibility of her party’s project being merged with the Bill on the same topic, a legislative initiative from the Executive, which is already in the National Assembly.<\/p>\n

On the other hand, the president of the PRS, Benedito Daniel, hopes that the President of the Republic will send a message to the Nation that brings hope for the resolution of the problems affecting Angolans.<\/p>\n

“The Angolan people need to hear from the President of the Republic the solutions that are being developed to ease social life, which has deteriorated in recent times”, he pointed out.<\/p>\n

For him, the resolution of the population’s basic issues relating to health, education, housing, food and basic sanitation is what, in fact, assesses the state of good governance in the country.<\/p>\n

According to the politician, at the beginning of the parliamentary year the priority should be on the approval of the Law on the institutionalization of Local Authorities, and the Proposed Law to amend the Value Added Tax (VAT) Code on food, from 14 to 7 Percent.<\/p>\n

The National Assembly postponed the final vote on the Proposal that reduces VAT, in the parliamentary year just ended, due to a lack of consensus, with the opposition defending a zero rate for basic basket products.<\/p>\n

The Law on the institutionalization of Local Authorities is the only piece of legislation that remains to be completed. The Diploma has already been generally approved by Parliament, lacking discussion in the specialty committees and global voting.<\/p>\n

The National Assembly has already approved, by consensus, 90 percent of the municipal legislative package.<\/p>\n

Discussion of the aforementioned package had been suspended to give priority to the revision of the Constitution in 2021.<\/p>\n

The National Assembly is a legislative body comprising 220 deputies elected by universal suffrage.<\/p>\n

In this context, 130 deputies are elected by proportional representation in national constituencies, 90 deputies are elected by provincial constituencies, with 5 deputies elected in each province.<\/p>\n

The Legislature comprises five Legislative Sessions or parliamentary years, with each Legislative Session beginning on October 15th and lasting one year, without prejudice to the intervals provided for by Law.<\/p>\n

The effective period of operation of the National Assembly is 10 months and ends on August 15th of the following year.<\/p>\n

Outside the period of effective operation, Parliament may operate extraordinarily by deliberation of the Plenary, by convening of the Standing Committee or, if this is impossible, and in case of emergency, by initiative of more than half of the deputies in full office.<\/p>\n

AV Legislature of the National Assembly (2022-2027), which emanates from the fifth General Elections in the country, the 220 deputies come from five political parties, namely MPLA, UNITA, FNLA, PRS and PHA.<\/p>\n

The results of the August 2022 General Elections allowed the MPLA to elect 124 deputies, UNITA 90, and the PRS, FNLA and PHA each, two deputies.<\/p>\n
