Africa-Press – Angola. <\/strong><\/span>The Angolan Executive will, from 2024, grant more financial and administrative autonomy to the country’s 164 municipalities, to carry out small and medium-sized projects.<\/b><\/p>\n

The information was provided this Wednesday, in Ndalatando, Cuanza Norte province, by the Secretary of State for Local Authorities, Ma\u0301rcio Daniel.<\/p>\n

The government official was speaking at the end of the V ordinary meeting of the Interministerial Commission for the Implementation of the Integrated Plan for Intervention in Municipalities (CI-PIIM).<\/p>\n

He said that the financial and administrative management of small and medium-sized projects will be transferred to the municipalities, within the scope of the administrative and financial deconcentration program<\/p>\n

He justified the transfer with the positive results achieved by the municipalities, within the scope of the implementation of the PIIM.<\/p>\n

He stated that the implementation of PIIM proved the capacity of municipal administrations to initiate and complete public investment projects.<\/p>\n

\u201cFrom 2024 onwards, the spectrum of activities of the municipalities will be reinforced because their ability to initiate and complete public investment projects has been proven at the PIIM headquarters\u201d, he highlighted.<\/p>\n

He stressed that the transfer of these responsibilities to the municipalities, which today belong to the ministries, does not remove or reduce the intervention of ministerial departments in the monitoring, monitoring and methodological guidance of projects.<\/p>\n

The government official assured the availability of financial resources for the completion of PIIM projects, despite the treasury stress that public finances are experiencing.<\/p>\n

He mentioned that, according to the Ministry of Finance, the withdrawal orders issued until August this year were all approved, which demonstrates that there are no financial constraints.<\/p>\n

This time, the Executive will not tolerate situations where works are stopped for reasons other than financial.<\/p>\n

The country has 885 completed PIIM projects, essentially in the health, education and communication sectors.<\/p>\n

Of these, 134 are in health, which increased the hospitalization capacity for patients by around four thousand beds, while in the education sector, 314 projects were completed, which allowed the entry of around eight thousand new students in the current academic year.<\/p>\n

70 earthworks and 46 asphalting projects have also been completed, in the field of communication routes, which allowed the recovery of 829 kilometers of roads, including paved and earthworks.<\/p>\n

The meeting led by the Minister of State for Economic Coordination, Jose\u0301 de Lima Massano, assessed the level of implementation of PIIM projects in the country, constraints and prospects.<\/p>\n

Launched in August 2019, by the President of the Republic, Joa\u0303o Lourenc\u0327o, the PIIM foresees 1,679 actions in the sectors of health, education, construction and public works, administrative infrastructures, roads, energy and water, security and public order, urban planning and sanitation basic.<\/p>\n

It was created to cover the country’s 164 municipalities, financed with a total value of two billion dollars, coming from the Angolan Sovereign Fund.<\/p>\n
