Africa-Press – Angola. <\/strong><\/span>The Minister of Public Administration, Labor and Social Security, Teresa Rodrigues Dias, defended, this Friday, in Luanda, the reinforcement of control and supervision mechanisms for the works of the Integrated Plan for Intervention in Municipalities (PIIM), through the application of the rules and principles of public procurement.<\/b><\/p>\n

Speaking at the opening of the seminar on Public Procurement Practices for PIIM Managers, he said it was also important to allocate resources in municipalities with a view to achieving the objectives set out in PIIM.<\/p>\n

According to the minister, to ensure transparency and fairness in the actions of public entities and in the management and allocation of public resources, on the initiative of the Executive, the National Assembly approved Law No. 41\/20, of 23 September, Contracts Law Public.<\/p>\n

Teresa Rodrigues Dias highlighted that public procurement procedures must remain linked to the fundamental rules and principles set out in the aforementioned Law, as is the case with the principles of legality, the pursuit of the public interest, proportionality, good faith and responsibility.<\/p>\n

He explained that, within the scope of implementing the PIIM, public procurement is an instrument of capital importance, both in guaranteeing compliance with good corporate governance practices in the formation and execution of public contracts, and in monitoring and holding the parties involved accountable. in contractual relations.<\/p>\n

The government official advised PIIM managers to promote, among the competent entities, the accountability of those companies that at the country level fail to comply with their legal and contractual obligations, assumed within the scope of the materialization of this Program, through the timely activation of mechanisms and guarantees provided for in the Public Contracts Law.<\/p>\n

In the minister’s view, the bodies responsible for controlling and supervising these public works must reinforce the mechanisms and monitoring of them, bringing to the public all cases that demonstrate legal non-compliance, in order for society to benefit from the services of this Program. , being able to perceive the Executive’s scrupulous engagement in the Program, with a view to improving their living conditions.<\/p>\n

The minister referred that, on June 27, 2019, the President of the Republic and Holder of the Executive Power presented the Integrated Plan for Intervention in Municipalities (PIIM) and outlined more than a plan: he outlined the guidelines with a view to positively transforming the life in the municipalities, applying the slogan: \u201cLife is made in the municipalities\u201d.<\/p>\n

He added that for its operationalization at national level, with a view to ensuring the alignment of strategic guidelines, the PIIM Interministerial Coordination Committee was created, which was created through Presidential Order No. 62\/20, of 24 April.<\/p>\n

He said that it was an ambitious and vast program with a strong economic and social impact, which initially included 1,749 (one thousand, seven hundred and forty-nine) projects distributed across the 164 (one hundred and sixty-four) Municipalities of the country and which has allowed construction and equipping of many infrastructures from scratch and the rehabilitation of others.<\/p>\n

Among the infrastructures, he continued, are roads, schools, hospitals, police stations, electricity networks, water, among others, which guarantee and will guarantee in the future, the provision of basic services to citizens and greater development of communities .<\/p>\n

As an example, he continued, of the gains obtained in the context of the implementation of PIIM, \u201cwe refer to the Province of Bie\u0301, which in 2018, before the implementation of PIIM, had 16 thousand 123 children outside the Teaching and Learning System and, in 2021, thanks to the schools built through this Program, this number was reduced to Three thousand children outside the teaching and learning system\u201d.<\/p>\n

In his opinion, it is important to point out that this Plan has generated numerous jobs that, despite being temporary, contribute to reducing unemployment levels in the country, technically and professionally train workers, as well as providing sources of income for different families. .<\/p>\n

He highlighted that PIIM has made it possible to increase the autonomy of municipalities and the gradual and systematic increase in monitoring and monitoring mechanisms for the Projects that it integrates.<\/p>\n

\u201cHowever, the success of this important Program cannot be achieved without scrupulous observance of good public procurement practices, which by definition correspond to a set of acts and formalities relating to the formation, production and conclusion of full legal effectiveness of a public contract, aiming to always satisfying collective needs\u201d, he said.<\/p>\n
