Africa-Press – Angola. <\/strong><\/span>The vice-president of the National Assembly, Arlete Chimbinda, stated, this Wednesday, in Luanda, that the African continent must act quickly in order to prevent and guarantee the reduction of the effects of climate change, such as disasters and multiple environmental crises.<\/b><\/p>\n

Speaking on behalf of the president of AN at the 2nd annual dialogue of the parliamentary group of the forum on climate vulnerability, Arlete Chimbinda stated that climate change can cause social instability and crises that will make economic recovery difficult for African countries, as well as generating an increase in armed conflicts, due to disputes over safer territories with economic potential.<\/p>\n

In addition to the military conflicts that the continent is experiencing, he said, climate change has caused drastic transformations in the locations where a large part of the populations affected by problems in terms of health, food security, poverty and forced immigration reside.<\/p>\n

According to Arlete Chimbinda, this critical situation requires a change in attitude, creating a strategic development model focused on increasing African capabilities to face the problems arising from the continent’s climate vulnerability.<\/p>\n

\u201cIt is necessary to invest better in weather observation and forecasting technologies, disaster risk prevention with early warning, as well as in environmental mitigation and climate adaptation projects in devastated areas\u201d, he said.<\/p>\n

To carry out these investments, he pointed out, it is necessary to openly debate aspects of climate financing, a component marked by the failure of financial support commitments made under the Paris Agreement to compensate the African continent.<\/p>\n

From the deputy’s perspective, these commitments have not yet been fully implemented due to the limitations of African countries in accessing fair financing, within the framework of existing financial mechanisms such as the green climate fund and the global environment fund.<\/p>\n

\u201cMany countries seek their own solutions, many of which involve debt that, in some way, compromises their economic growth. For this reason, there is a significant delay in African countries regarding green development\u201d, he asserted.<\/p>\n

According to Arlete Chimbinda, climate vulnerability puts pressure on people’s lives and negatively affects the economies of States, without forgetting that the African continent also faces the challenge of fighting the significant reduction in its Gross Domestic Product due to the effects of climate change.<\/p>\n

He added that as parliamentarians, there is a role to promote global political debate and advocate with the international community the call for financial and technical assistance to strengthen the capabilities of our countries.<\/p>\n

\u201cTogether we must reflect on the creation of our own mechanisms, that is, sustainable African systems for financing programs, projects and a chain of values \u200b\u200bthat guarantee Africa’s transition to sustainable development and a green and blue economy, alternatives for sustainable development. durable, source of income for the most disadvantaged populations and particularly young people\u201d, he highlighted.<\/p>\n

According to the deputy, the economic cost of climate vulnerability in Africa is already very high, which is why the African Development Fund’s climate action window must be strengthened, which aims to promote environmental sustainability projects in the adaptation, mitigation and assistance components. technique.<\/p>\n

\u201cThe Paris Agreement continues to be the main global commitment of States to the climate, but we must transform its objectives into a set of more practical actions capable of mobilizing the entire world community, especially developed countries, which are the most polluting. . We must also promote legislative initiatives at our level that guarantee the achievement of the objectives of the Paris Agreement, as well as monitor government action regarding the implementation of environmental sustainability and climate adaptation programs and projects\u201d, he added.<\/p>\n

He stated that parliamentarians have more intense democratic legitimacy, so they can extend action to demand tools and methods from international organizations and governments to protect affected communities, which have increasingly increased.<\/p>\n

Arlete Chimbinda stressed that diplomatic action must be developed to promote and encourage citizens of the world to change the way they live and work together to combat climate change, believing in the success of collective efforts against global warming and resorting to alternative ways that mitigate the problems caused by the energy crisis and the nutritional food crisis.<\/p>\n

In his opinion, rapid changes in climate systems also require rapid responses, otherwise the entire historical, cultural and environmental heritage that makes the African continent the cradle of humanity and the world’s biodiversity will be lost.<\/p>\n

He welcomed the holding of this second annual dialogue and the efforts of the global parliamentary group of the forum on climate vulnerability in strengthening the states’ cooperation platform to find collective solutions, expressing the opportunity to develop a set of valuable debates for climate action more active and productive for the well-being of communities.<\/p>\n

Angolan parliamentarians, he said, encourage the regular functioning of the forum to allow greater monitoring of legislative initiatives, exchanges and cooperation actions to strengthen States in the fight against climate change, initiating education programs for communities, families and schools .<\/p>\n

The event, organized by the Global Parliamentary Group of the Forum on Climate Vulnerability, took place on the sidelines of the IPU’s 147th Annual General Assembly.<\/p>\n
