Africa-Press – Angola. <\/strong><\/span>The delegate of the General Inspectorate of State Administration (IGAE) in Cunene, Moise\u0301s Sovi, asked municipal administrations Wednesday, to strive for greater rigor in the supervision of projects linked to the Integrated Plan for Intervention in Municipalities (PIIM) and the fight against poverty.<\/b><\/p>\n

Speaking at a meeting to clarify the results of the inspection of PIIM projects in the municipality of Ombadja, he said that the district has had six projects since 2020 that record insufficiencies and irregularities in physical execution.<\/p>\n

This involves the rehabilitation of four bridges over the Caculuvale River, four public baths in the town of Xangongo, the opening of three tanks for the practice of aquaculture and the requalification of a drainage ditch.<\/p>\n

These projects, valued on average at 110 million kwanzas each, are part of the Integrated Plan for Intervention in Municipalities (PIIM) and the Integrated Program for Local Development and Combating Poverty (PIDLCP).<\/p>\n

On the occasion, Moise\u0301s Sovi said that as a result of an inspection action by IGAE, which took place in the months of September and October, it was possible to verify several irregularities linked to the lack of harmony between physical and financial execution.<\/p>\n

Due to this reality, there is a need for the administration to monitor the implementation levels of social projects, not just leave this work to inspectors, so that they are completed and benefit the communities.<\/p>\n

He made it known that three companies are involved in the execution of the projects, as some projects have financial execution of 100 percent of the value of the work, but even so they are delayed in terms of physical execution and others lack quality due to the materials used.<\/p>\n

\u201cThis is a wake-up call to those who fail to comply, we are going to forward the cases of registered irregularities to the justice bodies, so that our actions are complementary to other actors\u201d, he stated.<\/p>\n

Moise\u0301s Sovi highlighted that the inspection campaign, which has already taken place in the municipalities of Cahama, Cuvelai and Ombadja, will continue to verify the legal compliance of projects subscribed to PIIM, Public Investment Programs and Anti-Poverty Programs.<\/p>\n

In turn, the contractor from the company CJKT, Carnoth Ju\u0301lio, responsible for the construction of the bathhouses, admitted having received 100 percent of the value of the contract, the physical execution of which is only 45%.<\/p>\n

He ruled that the work, which began in 2022, was delayed by nine months due to fluctuations in the price of construction materials, but most of which had already been purchased to complete the remaining work.<\/p>\n

The municipality of Ombadja benefited from 19 projects, 10 of which were completed, valued at three billion, 369 million, 456 thousand 182 Kwanzas.<\/p>\n

With a population of 394,964 inhabitants, the municipality of Ombadja is 98 kilometers from the city of Ondjiva and is divided by the communes of Xangongo (headquarters), Humbe, Naulila, Mucope and Ombala Yo Mungo.<\/p>\n

The province of Cunene was awarded 135 projects by PIIM, of which 109 are the responsibility of municipal administrations, 26 of the provincial government and five of central subordination.<\/p>\n
