Africa-Press – Angola. <\/strong><\/span>The Minister of State and Head of the Security House of the President of the Republic, Francisco Furtado, assured, this Thursday, in Luanda, that the country is attending to the financial issue of demobilized soldiers who never contributed to the Forces Security System Angolan Armed Forces (FAA).<\/b><\/p>\n

The Minister of State, who responded to the concerns of the deputies, within the framework of the discussion, in particular, of the General State Budget (OGE) for the 2024 financial year, indicated that the solution to the financial issue of officers who never contributed to this system resulted in a shortage of funds in the FAA Social Security Fund.<\/p>\n

By the way, he warned that, if the State does not inject more resources into the FAA’s Social Security Fund, those who completed military service and left and contributed could be left without a retirement in the future, because, currently, they are attending first to the officers who never contributed to this social security system.<\/p>\n

According to the person in charge, the National Police has a similar problem, albeit on a smaller scale, but has been solving it through the Social Security Fund of the Ministry of the Interior.<\/p>\n

Still in relation to demobilization, he recalled that, in 2002, the initial forecast for the cantonment of UNITA’s military force personnel pointed to around 50 thousand, stating that in practice, more than 85 thousand military personnel were welcomed into the country’s 35 cantonment areas. ex-FALA.<\/p>\n

“This is because in the same way that the FAA remobilized to fight the war, UNITA also remobilized to conduct a 10-year war and this has repercussions on the integration of the Social Security System”, he stressed.<\/p>\n

He made it known that, currently, the FAA Social Security Fund has been transformed into a Public Institute to give it the capacity to, on its own, begin to solve the problem of retirees.<\/p>\n

He also clarified that only officers benefit from the FAA’s Social Security system, while sergeants and enlisted personnel contribute to the National Social Security System.<\/p>\n

Multiprofile Clinic<\/p>\n

During the debate, deputies questioned why Cli\u0301nica Multiperfil, being a public entity, charged prices considered high for the reality of citizens.<\/p>\n

Some deputies argue that, even though it is under the supervision of the President of the Republic’s Security House, the hospital establishment should also be under the responsibility of the Ministry of Health.<\/p>\n

The Organic Statute of the Security House of the President of the Republic, approved by Presidential Decree 114\/22, of May 20, defines the Clinic as a Public Health Establishment of the National Reference Network dedicated to specialized medical-surgical assistance for Organ Holders of Sovereignty, the personnel assigned to the auxiliary bodies of the President of the Republic, their direct beneficiaries and the general public.<\/p>\n

It means that this Health Establishment, as a Public Institute, under the terms of Legislative Decree number 02\/20, of February 19, is registered in the General State Budget as a budgetary unit that benefits from adequate funds for its mission and purpose.<\/p>\n

Higher personnel expense<\/p>\n

The Minister of State and Head of the Security House of the President of the Republic, Francisco Furtado, informed that 69.89% of the budget foreseen for the Defense, Security and Public Order bodies for 2024 is intended for personnel costs, with only 30.11% for other expenses.<\/p>\n

He noted that the Defense and Security and Public Order bodies have the characteristic of knowing how to manage, with discipline, the little they receive from the budget.<\/p>\n

He made it known that the majority of the Armed Forces and National Police personnel are (quartered) and entitled to three meals a day, “but what is allocated to them does not correspond to an average of 2.5 dollars”.<\/p>\n
