Africa-Press – Angola. <\/strong><\/span>The president of the National Assembly, Carolina Cerqueira, considered, this Thursday, in Port Louis, Mauritius, the Lobito Corridor as a gain for the Southern African Development Community (SADC), as it constitutes an integrated multidimensional platform and facilitator of the implementation of the African Free Trade Area.<\/b><\/p>\n

Speaking in the debate on the Report of the Region’s Model Laws Oversight Commission, as part of the agenda of the 54th Plenary Assembly of the SADC Parliamentary Forum (FP-SADC) which runs until the 26th of this month, Carolina Cerqueira highlighted the fact that calling more directly and quickly to Angola, Zambia and the Democratic Republic of Congo (DRC) and speed up the exchange and evacuation of merchandise, people and goods.<\/p>\n

\u201cIt is being operationalized by a Tripartite Agreement for the exploration of the Lobito Corridor that will facilitate the railway connection between the three countries. This is a project of strategic importance for the circulation of goods, passengers and exports, functioning as a true circular axis for the development of the interior of our countries and facilitating commercial exchanges, guaranteeing more employment and more social and economic sustainability\u201d, pointed out the leader of the Angolan parliament.<\/p>\n

In relation to the debate on the Report of the Model Laws Inspection Commission, Carolina Cerqueira stated that it is important to continue to use mechanisms that allow the continuity and reinforcement of legal instruments in defense of legality and Democracy, in order to allow action complete in defense of justice and social peace, a justice closer to citizens that restores trust in institutions.<\/p>\n

In his view, it is important to continue to make efforts and make commitments to the formation of policies that improve the effective monitoring of model Laws, and it is also a priority that National Laws are in conformity with the FP-SADC model Laws on current and strategic issues , of common understanding and acceptance.<\/p>\n

The person responsible pointed out, among others, situations linked to domestic violence, abuse and trafficking of minors, preservation of the environment, early marriages and crimes against property and resources such as illegal fishing, smuggling and other practices that drew attention to looting and irrational use of natural resources in the region’s countries.<\/p>\n

\u201cThe illegal exploration, commercialization and export of diamonds, unprocessed wood and unprocessed inert materials must merit increased penalties for offenders because it is the plundering of natural resources that should be included in the National Wealth and National Reserves, hindering financial resources for the sustainable development of our nations\u201d, he defended.<\/p>\n

For Carolina Cerqueira, there is a need to develop legal instruments that protect resources and encourage inter-regional trade, particularly in SADC countries, some without access to the sea, and island countries.<\/p>\n

The Southern African Development Community Parliamentary Forum (SADC PF) is the regional inter-parliamentary body made up of deputies from the national parliaments of Member States, representing more than 3500 parliamentarians in the Southern African region.<\/p>\n

Created by the SADC Summit on September 8, 1997, the Forum is composed of the President of the Session and a maximum of five representatives elected by the National Parliament of each Member State.<\/p>\n

The aim of this Forum is to provide a platform to support and improve regional integration through parliamentary participation and promote best practices in terms of the role of parliaments in regional integration and cooperation.<\/p>\n

The specific objectives of the Parliamentary Forum address a wide range of issues, including, among others, promoting human rights, gender equality, good governance, democracy and transparency, promoting peace, security and stability, accelerating the pace of cooperation economic, development and integration based on equity and mutual benefits, facilitation of networking with other inter-parliamentary organizations.<\/p>\n

The objectives also include promoting the participation of non-governmental organizations, businesses and intellectual communities in SADC activities, familiarizing SADC citizens with SADC goals and objectives and informing SADC about popular opinions on development and issues that affect region.<\/p>\n
