Africa-Press – Angola. <\/strong><\/span>The Attorney General’s Office (PGR) wants greater cooperation from public institutions, in facilitating direct access to the respective databases, to allow speed in obtaining information, with a view to the process of combating corruption in the country.<\/b><\/p>\n

The intention was expressed yesterday, in Luanda, by the Attorney General of the Republic, He\u0301lder Pitta Gro\u0301z, during the opening of the activities to celebrate the International Day against Corruption, to be celebrated tomorrow, the 9th, under the motto: “corruption, an evil that must be eradicated.”<\/p>\n

During his speech, the “number one” of the PGR recognized the imperative need for the body he directs to improve the “institutional relationship” with State institutions, especially with regard to access to information, having highlighted the fact that the difficulty Direct access to the database of institutions such as the Ministry of Finance, Foreign Migration Service (SME), Ministry of Justice and Registries makes the process of combating corruption less rapid.<\/p>\n

“There are a series of databases that we need to have direct access to in order to speed up our work, because when we need information, for example, from the Ministry of Finance, we wait two to three months and deadlines are running out. \u201d, he lamented.<\/p>\n

“To prevent and combat corruption, there needs to be cooperation both internally, between State bodies and internationally, and this has been occurring, hence the results obtained”, he added.<\/p>\n

He\u0301lder Pitta Gro\u0301z clarified, in this regard, that corruption is a “cross-cutting evil in all societies”, and is therefore a “widespread concern” throughout the world, admitting that it “weakens institutions, erodes trust and harms the economic development\u201d, worsening social inequalities and poverty.<\/p>\n

In view of this, the Attorney General of the Republic urged the need to eradicate corruption in the country, calling on society to reflect on the negative impact of the phenomenon and the actions that must be taken to suppress it.<\/p>\n

The prevention and fight against corruption in Angola, added He\u0301lder Pitta Gro\u0301z, is a reality that can be assessed by the “countless actions that have been carried out”, having cited, as an example, the various criminal proceedings initiated, the number of financial and non-financial assets recovered, the multiple reports on corruption made and, also, training and information actions on the harms of corruption.<\/p>\n

In 2018, he continued, the PGR prepared, in partnership with other national public institutions, the Strategic Plan for Preventing and Combating Corruption, whose implementation results were shared with society.<\/p>\n

The planning, according to the Attorney General of the Republic, allowed, based on the classification of the Corruption Perception Index, prepared by the Non-Governmental Organization Transparency International, for Angola to rise, in the last five years, 49 places in the ranking, currently occupying 116th position, out of a total of 180 countries scrutinized.<\/p>\n

“These encouraging data are the result of a series of ongoing legislative, judicial and administrative measures. In fact, the pathologies involving the use of public money are not limited to just the criminal dimension of corruption, they require, today, a holistic approach to the phenomenon\u201d, highlighted.<\/p>\n

He\u0301lder Pitta Gro\u0301z also mentioned that the approach in reference leads to the establishment of different degrees of responsibility and action, depending on the various actors who, in political systems, assume competences in matters involving the supervision of public money and the sanctioning of conduct that its misuse entails.<\/p>\n

To achieve this goal, he announced the creation, by Presidential Decree, of the Multisectoral Technical Group for the preparation of the National Strategy for the Prevention and Combat of Corruption (ENAPREC), which aims to reduce corruption rates, through the promotion of integrity and transparency in the management of public affairs, improving service provision in all sectors and involving citizens in the prevention, detection and repression of corruption.<\/p>\n

International Day against Corruption, remember, is celebrated annually on December 9th and complies with the United Nations Convention against Corruption, created in 2003.<\/p>\n

Strategic Prevention and Combat Plan released<\/p>\n

The PGR released, yesterday, during the opening ceremony of the activities in reference to the International Day against Corruption, the report of the Strategic Plan for Preventing and Combating Corruption, which was in force during the five-year period 2018-2022.<\/p>\n

During the presentation, the Deputy Attorney General of the Republic, Inoce\u0302ncia Pinto, explained that on December 9, 2018, the PGR, through the National Directorate for the Prevention and Combat of Corruption, created in 2012, prepared, approved and published the first Strategic Plan, which is based on three fundamental axes, namely prevention, combat and institutional development.<\/p>\n

In the field of combat, during the period under analysis, the institution received 24,521 complaints, 556 of which were of criminal legal relevance. As a result of the complaints, 452 investigation processes were initiated, 239 concluded, 158 archived and 88 sent to preparatory instruction.<\/p>\n

In the same period, 2521 criminal cases were initiated by the preparatory investigation bodies, of which 464 were concluded and sent to court, resulting in 20 convictions and 84 dismissals. As part of these processes, more than 25 million kwanzas, more than five million dollars and 800 million euros were seized.<\/p>\n

In terms of asset recovery, the State, through the PGR’s National Asset Recovery Service, recovered, in cash, movable and immovable assets over five billion dollars and seized various assets, in Angola and in abroad, valued at more than 12 billion dollars.<\/p>\n

Innoce\u0302ncia Pinto clarified, however, that the current figures relating to asset recovery have changed, having admitted the recording of almost double the value, which will be updated during the presentation of the next report.<\/p>\n
