Africa-Press – Angola. <\/strong><\/span>The Attorney General’s Office (PGR), in Moxico, is investigating “many processes” of alleged contractual breaches in the execution of works under the Integrated Intervention Plan in municipalities (PIIM).<\/b><\/p>\n

Speaking as part of the celebration of the International Day to Fight Corruption (9), the Public Prosecutor acting in Moxico, Belma Joa\u0303o, said that the institution constantly receives complaints about poor execution of this government program.<\/p>\n

Without quantifying, the Public Prosecutor’s Office (MP) judge said that the processes are in the preparatory investigation phase, to hold the perpetrators civilly and criminally responsible.<\/p>\n

according to the person responsible, complaints reach the PGR via Public Administration bodies, the General Inspection of State Administration (IGAE) and natural persons.<\/p>\n

In the first half of this year, the Municipal Administration of Camanongue denounced the companies Remidor Construc\u0327o\u0303es, Organizac\u0327o\u0303es Zage and Santos, JBD and KP & MA Investiment for alleged failures to complete the PIIM works in that location.<\/p>\n

The administration alleged that there were non-compliances in the completion of the construction works of social enterprises, after these companies had benefited from 90 percent of the payment.<\/p>\n

These are two water collection, treatment and distribution systems, under construction in the Sa\u0303o Joa\u0303o neighborhood, a T7 school, sidewalk laying work in the village of Camanongue and the construction of an arts and crafts center.<\/p>\n

In the municipality of Luchazes, which benefited from seven PIIM actions, the government has already paid 49 million and 592 thousand kwanzas to construction companies, over 90 percent of the global value for the works.<\/p>\n

Four years after the start of PIIM, only one school with seven classrooms, opened in the Muie\u0301 commune and costing more than Kz 177 million and 905 thousand, was completed, contrary to the expectations of the administrative authorities and the population of the area.<\/p>\n

Press found that many companies that are operating the PIIM in Luchazes have blocked bank accounts, due to legal proceedings weighing on them, while others reveal financial inability to continue the works.<\/p>\n

The same scenario occurs in the municipality of Alto Zambeze, which hosted the launch ceremony of the Integrated Plan for Intervention in Municipalities across the country.<\/p>\n

This municipality has only six completed projects, out of the 13 registered in the program’s portfolio, mainly painting the facade of the administration palace, a public lighting system with 150 poles, a seven-room school and small water systems, equivalent to 50 percent of physical execution.<\/p>\n

The projects are valued at 229 million and 444 thousand kwanzas, and so far the companies have benefited from 75 percent of the budget.<\/p>\n

In this last quarter, the governor of Moxico, Ernesto Muangala, gave an ultimatum to companies that failed to comply with the PIIM in that region of the province.<\/p>\n

The governor was concerned about the delay in carrying out the works, having demanded that the projects be completed by 2024, under penalty of companies being prosecuted civilly and criminally for breach of contract.<\/p>\n

Within the PIIM framework, the province has 139 projects and a financial portfolio of over 32.5 billion kwanzas.<\/p>\n

International Anti-Corruption Day is celebrated on December 9th and was established by the United Nations (UN), by the Convention against Corruption, which took place in 2003.<\/p>\n
