Africa-Press – Angola. <\/strong><\/span>The General Tax Administration and taxpayers in the province of Benguela are finding ways to approach and align themselves to overcome tax concerns.<\/b><\/p>\n

The city of Lobito hosted the fourth meeting promoted by the 4th Tax Region, having already been held in the provinces of Kwanza Sul, Huambo and Bie\u0301.<\/p>\n

Speaking on the sidelines of the meeting, the head of the Fiscal Services Department, Andre\u0301 Chambata, said that this is a discussion about the taxpayer’s guarantee, which aims, in some way, to safeguard their right to see their taxation of fairly, without the Tax Administration adopting an aggressive stance.<\/p>\n

“What we want is a less harmful stance for the taxpayer, so that there is no contraction in the tax system”, he clarified.<\/p>\n

Andre\u0301 Chambata added that “aggressive tax systems” cause a contraction in revenue collection and the taxpayer feels unfair and resorts to his guarantees, showing the phases of the right he has throughout the process.<\/p>\n

He confirmed that there have been several cases of incompatibility in the treatment of the tax process, both on the part of taxpayers and the AGT itself.<\/p>\n

He gave the example of the payment of the Motor Vehicle Tax (IVM) where, sometimes, the taxpayer claims that he has already paid, but the AGT, through its applications, verifies that the tax is not reflected in the system and starts a collection coercive.<\/p>\n

“This type of constraints can be seen in Industrial Tax, Urban Property Tax, Labor Income Tax and others”, he confirmed.<\/p>\n

According to Andre\u0301 Chambata, in this case, the taxpayer must attach proof of payment and show it to the tax authorities in order to resolve the problem. “This is a guarantee exercise,” he said.<\/p>\n

On the other hand, the provincial Finance delegate, Carlos Hapapa, defended, at the opening of the debate, the obligation to be better informed so that taxpayers, in general, can follow the development of the operationalization of the Angolan tax system.<\/p>\n

“We have been implementing new procedures and forms of intervention with taxpayers, in order to simplify processes with the private sector to find better solutions that allow harmonizing the interests of taxpayers and those of AGT, with emphasis on the best way to collect revenue,” he said.<\/p>\n

The delegate made a point of remembering that, with the resources collected through taxation, the State is able to finance and provide public goods and services, namely education, health, transport, public security, communication routes, airports, etc.<\/p>\n

The meeting was open to entrepreneurs from micro, small, medium and large companies and AGT partners.<\/p>\n
