Africa-Press – Angola. <\/strong><\/span>The Executive will continue to encourage and promote the targeted self-construction program, with the aim of reducing, by 2027, the housing deficit, currently estimated at 2.2 million homes.<\/b><\/p>\n

The information was provided, Friday, in Benguela, by the Minister of Public Works, Urbanism and Housing, Carlos Alberto dos Santos, at the end of the visit to verify the consequences of the latest rains in the region.<\/p>\n

The governor announced that by 2027 the province of Benguela will distribute more than 8 thousand lots to citizens, within the scope of the Directed Self-Construction Program.<\/p>\n

“As is known, in the province of Benguela, three centralities were built, with around 6 thousand homes, in the municipalities of Bai\u0301a Farta, Catumbela and Lobito, and the self-construction program aims to transfer, by 2027, around 8 thousand lots\u201d , he maintained, ensuring that the zones have already been identified and infrastructure will be created over time.<\/p>\n

Like Benguela, at the country level, he said, lots will be opened and spaces for construction and areas where infrastructure equipment will be installed, which may come over time, will be defined.<\/p>\n

Carlos Alberto dos Santos guaranteed that the conditions are created to begin distributing lots, to which citizens will, with the support of the authorities, have access and begin building their own home.<\/p>\n

The importance of the Directed Self-Construction Program, he said, will also mark a turning point, as no more centralities will be built in Benguela.<\/p>\n

“Three centralities have already been built in Benguela and, now, we will invest in the Directed Self-Construction Program, where the citizen will have space, like the private sector, to jointly contribute to reducing the housing deficit, which is still experienced in country, today around 2.2 million homes\u201d, he clarified.<\/p>\n

According to the minister, if nothing is done within the established deadlines, forecasts point to the deficit rising to four million housing units by the year 2050, considering current population growth.<\/p>\n

The minister guaranteed that the lots will be distributed with the complement of water, electricity and streets infrastructure.<\/p>\n

“We must have access very well done, the area for social equipment defined with the positioning of schools, medical posts, police stations and other social assets\u201d, he explained, clarifying that this program is different from what was the self-construction of the past.<\/p>\n

Imperative necessity<\/p>\n

Carlos Alberto dos Santos considered the Directed Self-Construction Program an imperative and urgent need.<\/p>\n

When it takes time to distribute the lots, he said, anarchic occupation of the spaces created occurs, a fact that generates responsibility for the State itself. \u201cWe will not just be waiting for the infrastructure to start distributing. The most important thing is that the batches are defined and will be delivered\u201d, he guaranteed.<\/p>\n

The State, the minister stressed, built around 350 thousand units in centralities, urbanization and social housing as well, arguing that it is necessary to maintain the responsibility of social housing and that commercialization is a responsibility of the private sector.<\/p>\n

More than 200 ravines were blocked<\/p>\n

The Minister of Public Works, Urbanism and Housing reported, in Benguela, that more than 200 ravines, which put public infrastructure at risk, were blocked during the year 2023.<\/p>\n

According to the official, the number comes from a total of 700 ravines identified at the time, with the interventions being part of the goal set for the year about to end.<\/p>\n

“As part of the ravine containment program, 742 areas were identified across the country and until the beginning of December we carried out intervention in almost 200 ravines, which is part of the target that was set until the year 2023”, he explained.<\/p>\n

Carlos Alberto dos Santos also added that the gap of 500 missing ravines will be intervened in the period between 2024 and 2025.<\/p>\n

The minister therefore classified the results achieved as positive, as it was possible to ensure the stability of public infrastructures that were at risk of collapsing.<\/p>\n

Centralities, roads, fuel tanks, high voltage stations and other public and private infrastructures are safe and, above all, spaces that previously constituted a risk can be used for other purposes, such as housing (in this case for self-construction). directed), agriculture and manufacturing industry.<\/p>\n

According to Carlos Alberto dos Santos, the balance of the ravine containment and stabilization program is also positive. He was, therefore, equally satisfied with the participation of the population, mainly residing in the areas where the initiative to lay stones is requested, with a view to containing ravines.<\/p>\n
