Africa-Press – Angola. <\/strong><\/span>The Ombudsman, Florbela Arau\u0301jo, said that the architecture of Human Rights requires the involvement of all public and private institutions, Non-Governmental Organizations and the living forces of society.<\/b><\/p>\n

Florbela Arau\u0301jo expressed this position during the seminar on “The Role of the Ombudsman in the Defense of Citizens in Vulnerable Situations”, on the occasion of the 74th anniversary of the Universal Declaration of Human Rights, which took place last month, in Luanda.<\/p>\n

The head of the institution that defends the rights, freedoms and guarantees of citizens said, however, that it is not enough to state that we have ratified legal instruments, conventions and their additional protocols or that we have legislation on Human Rights, without this reality being reflected in the daily life of each person, of each citizen.<\/p>\n

Without a doubt, he added, the ratifications of these international legal diplomas constitute examples of the desire to materialize and consolidate these rights. However, he added, “it is necessary that the realization of these rights is effective\u201d.<\/p>\n

In this way, Florbela Arau\u0301jo assures that it is important to permanently internalize the structuring principles of human dignity at every moment of the State’s governmental or administrative action.<\/p>\n

On the other hand, the Ombudsman highlighted that, nowadays, reflecting on Human Rights implies an articulation of axiological or evaluative concepts and practices capable of reaching the person in their entirety and certain segments or social groups.<\/p>\n

In this sense, in relation to the seminar, he stressed, the aim was to launch a more direct and attentive appeal to citizens who, due to some circumstance in their personal, social and political lives, find themselves in a vulnerable situation.<\/p>\n

Therefore, Florbela Arau\u0301jo highlighted that these are children who are separated from their parents, abandoned on the streets of various cities in the country or thrown to their fate by their parents in full view of everyone, without having a home that can welcome them.<\/p>\n

For her, this group of minors is exposed to violence, forced labor, trafficking, rape by adults, prostitution, among other “evils” that, according to her, postpone their future and their dreams.<\/p>\n

Also in a vulnerable condition, he highlighted, are elderly citizens, without social protection and decent survival conditions, often exploited by employers.<\/p>\n

Based on the situation, the Ombudsman explained that the issue surrounding the rights of these segments of vulnerable citizens constitutes the object of reflection and that it should also serve as a call for a more committed and permanent awareness of the challenges surrounding Human Rights .<\/p>\n

Finally, Florbela Arau\u0301jo recalled that the Ombudsman’s Office of the Republic of Angola has given special attention to vulnerable segments, not only due to legal imperative, as the Organic Law of the Ombudsman’s Statute establishes this.<\/p>\n

The defender also made it known that the Ombudsman created the Department of Vulnerable Social Segments, specifically, to deal with matters linked to Human Rights issues, but above all out of an imperative of conscience, humanity and a sense of duty.<\/p>\n

Vulnerable Social Segments is the service of the Ombudsman’s Office whose responsibility is to deal with specific matters related to children, women, the elderly, disabled people and other citizens in vulnerable situations.<\/p>\n

In this case, according to the segment, a vulnerable person is one who is unprotected, who does not have support, who may not have the minimum needs met.<\/p>\n

However, the department is responsible for, among other activities, instructing complaints processes related to this vulnerable population group.<\/p>\n
