Africa-Press – Angola. <\/strong><\/span>The National Assembly (AN) approved, this Thursday, the Proposed Law to Combat Smuggling of Petroleum Products, which contains rules on criminal liability in this matter.<\/b><\/p>\n

The Diploma, approved with 174 votes in favor, no votes against and two abstentions, from the PHA, responds to the need to adopt a specialized legal framework to combat the smuggling of petroleum products.<\/p>\n

The legislative initiative is based on the perspective of strengthening national energy security and the Angolan economic and social financial system, aligned with the commitments made by the country in the international context, with emphasis on the United Nations Convention Against Transnational Organized Crime.<\/p>\n

With 22 articles distributed across four chapters and two sections, the diploma<\/p>\n

contains rules that establish the general framework of criminal liability for the commission of crimes that particularly affect the import or export, storage, transport, distribution and marketing of petroleum products.<\/p>\n

The initiative included the participation of the Ministries of Justice and Human Rights, Interior and Finance, as well as Sonangol.EP and the Petroleum Derivatives Regulatory Institute.<\/p>\n

Declarations of vote<\/p>\n

Representative Jorge Wefo, from the MPLA parliamentary group, emphasized that the approved proposed law is welcome, because the regulations in force in the country to combat and discourage the smuggling of petroleum products appear to be insufficient and mild for a phenomenon increasingly growing, which could compromise the stability and vitality of the country.<\/p>\n

He declared that Angola cannot serve as a source of supply for the black market of fuels and derivatives in neighboring countries, at a time when fiscal losses for the Angolan State, due to the amount of illegal fuel that crosses national borders, are very high..<\/p>\n

He added that the Angolan State has been subsidizing fuel prices, with the aim of ensuring that low-income populations have access to energy and transport services at ancillary prices, recognizing that this exercise represents a significant part of public expenditure..<\/p>\n

Deputy David Kissadila, from the UNITA parliamentary group, argued his vote in favor of the Diploma because he understands that the smuggling of petroleum products is an evil that must be eliminated urgently, as it has a dangerous structure and command of a network that transcends the national borders.<\/p>\n

He noted that fuel smuggling only benefits the marginalized, harming the Angolan State in tax evasion and corrosion of the economy.<\/p>\n

Insurance Mediation<\/p>\n

This Thursday, the National Assembly unanimously approved the Proposed Law on Insurance Mediation.<\/p>\n

The Proposed Law aims to modernize the national insurance mediation system, conforming it to international principles and good practices duly harmonized with the current economic and social reality, reinforcing consumer protection mechanisms in this area.<\/p>\n

A Legislative initiative by the Executive, the Bill is structured into seven chapters, made up of 16 sections and three subsections.<\/p>\n

In this regard, deputy Elizandra Coelho, from MPLA, said that they voted in favor of the Proposal in question because it presents significant improvements to the regulation and supervision of insurance intermediaries, making the activity more active and professionalized, in accordance with the principles and international good practices.<\/p>\n

On the other hand, deputy Agostinho Lopes Camuango, from UNITA, said that they voted in favor because the current insurance mediation regime appears to be inappropriate and incompatible with market demands.<\/p>\n

“We are aware of the need to continue the debate in the search for a Law capable of bringing together standards of excellence that allow harmonization with international reference markets and that transmit greater confidence to insurance agents and potential consumers”, he highlighted.<\/p>\n
