Africa-Press – Angola. <\/strong><\/span>The General Inspectorate of State Administration (IGAE) will, during this year, intensify actions to recover movable and immovable assets that are beyond the control of Government institutions, so that they can serve the needs of the population.<\/b><\/p>\n

According to the provincial delegate of IGAE in Lunda-Norte Avelino Altino Canjengo, among the priorities, within the scope of the institution’s responsibilities, are the reinforcement of inspection activity in the areas of heritage, human capital and financial management.<\/p>\n

This year, he will work with managers, aiming to change the paradigm regarding the management of “public matters”, forming the Rotating Brigade of Inspectors of IGAE, Criminal Investigation Service (SIC) and National Police.<\/p>\n

Avelino Altino Canjengo told journalists, last Friday, that the creation of a team of inspectors to be deployed in other municipalities outside the provincial headquarters is part of the IGAE agenda in Lunda-Norte.<\/p>\n

The promotion of campaigns, lectures to raise awareness and the promotion of the reporting culture, investment in the ongoing training of inspectors, laying the first stone for the construction of the Delegation and Protocol House are also among the priorities.<\/p>\n

The planned activities, added the person responsible, aim, essentially, to ensure the normal functioning of public institutions, change the behavior of employees, prevent acts of corruption and reduce aspects linked to poor service to citizens.<\/p>\n

Avelino Altino Canjengo said that, last year, IGAE carried out several inspection actions, including audits, supervision, control, inquiry, investigations in all bodies, organizations and services of the direct and indirect administration of the State, including autonomous administrations.<\/p>\n

In addition to prevention, the purpose of the inspection action was to detect fraud, acts of corruption, public misconduct, irregularities and misconduct by State employees, administrative agents, defense of public assets, strengthening integrity and transparency in management.<\/p>\n

The IGAE delegate, in Lunda-Norte, stated that, overall, 16 inspection actions were carried out, mainly in the sectors of Education, Health, Provincial Offices and Municipal Administrations.<\/p>\n

The work resulted in the initiation of 25 processes, combined with the response to 225 complaints calls, including 130 valid and 95 invalid. 37 face-to-face complaints were also registered, 35 of which were forwarded to the Attorney General’s Office.<\/p>\n

The delegate said that IGAE currently has a record of 155 investigation, verification and monitoring processes, but 15 others were archived due to lack of evidence. In 2024, in coordination with the SIC, four arrests were made, highlighted Avelino Altino Canjengo.<\/p>\n

Recovery of movable assets<\/p>\n

The General Inspectorate of State Administration, in the province of Lunda-Norte, presented, in Dundo, 25 recovered vehicles that were hidden in workshops and backyards allegedly diverted by public managers for misappropriation.<\/p>\n

According to the head of IGAE, these are motor vehicles from different brands, some in good technical condition and others completely vandalized, without engines, tires and other accessories, most of them linked to the Health sector.<\/p>\n

Four Toyota Land Cruisers, an equal number of Suzuki Auto 800s, three Renaults, two Nissan Patrols, and the same number of Ssangyongs were recovered at Sau\u0301de, as well as a Ford Ranger and a cold room for storing medicines, he explained.<\/p>\n

According to the inspector, at the Provincial Government Secretariat, two Toyota Land Cruiser and a Hilux were recovered, while at the Justice and Human Rights Delegation, IGAE managed to find a Toyota Land Cruiser.<\/p>\n

At the General Labor Inspectorate (IGT) it was possible to recover a Land Rover, he said, adding that the vehicles recovered also included a mini-bus, three ambulances, two of which were new for Advanced Neonatal Support, fully equipped, for the transport of premature newborns.<\/p>\n

The delegate reiterated that the recovery of the vehicles was possible through public complaints, as part of the recovery of the State’s movable and immovable assets.<\/p>\n

Avelino Altino Canjengo said that the complaints were made last August, which led IGAE to work towards locating, seizing the resources and providing clarification. He indicated that there were 15 people involved in the process, most of them from the Health sector, who allegedly tried to take over these public assets.<\/p>\n

The official announced that work is underway to recover vehicles linked to the National Statistics Institute (INE), which are missing. According to the source, there are also many complaints related to vehicles transferred to Municipal Administrations.<\/p>\n

Delivery of vehicles to the Government of Lunda-Norte<\/p>\n

The General Inspectorate of State Administration (IGAE), in Lunda-Norte, recently delivered five vehicles to the Provincial Government in Dundo, as part of the process of recovering the State’s movable and immovable assets.<\/p>\n

On the occasion, three ambulances were delivered, a Land Cruiser vehicle and a Toyota Hilux, which are part of the 25 vehicles recovered in November last year, by IGAE, until then hidden in workshops, presumably for misappropriation.<\/p>\n

Avelino Altino Canjengo considered this to be a continuous process, especially as it prioritized listening to the people to whom the vehicles had been allocated.<\/p>\n

The director of the Provincial Health Office, Jose\u0301 Gimy Nhunga, stated, in his defense, that the three ambulances presented by IGAE were never diverted, stressing that one of them, currently damaged, was parked in the backyard of a hospital unit, in Dundo, next to Meanwhile, the Advanced Neonatal Support ambulance, due to a lack of cases for which it had been acquired, was never used.<\/p>\n

The person responsible clarified that this ambulance also has mechanical problems, and the process of acquiring parts is underway for its full recovery.<\/p>\n

Jose\u0301 Gimy Nhunga said that vehicles remain in workshops for a long time due to a lack of financial capacity to purchase spare parts. Therefore, he reinforced, there was never any intention of deviation.<\/p>\n
