Africa-Press – Angola. <\/strong><\/span>The National Assembly (AN) may be granted financial and patrimonial autonomy, within the scope of the Bill amending the Organic Law and Operation of Services of this sovereign body.<\/b><\/p>\n

The Bill, under discussion, in particular, aims to regulate the organization and functioning of AN services, the administrative, financial, patrimonial and technical support management instruments that allow the sovereign body to carry out its duties.<\/p>\n

By the way, deputy Rosa Branca, from the MPLA, explained that, in relation to financial autonomy, the AN must prepare and execute its own budget and approve its annual activity plan.<\/p>\n

He pointed out that this financial autonomy has nothing to do with the possibility of creating own revenues, because the management of the treasury is the responsibility of the Ministry of Finance.<\/p>\n

According to the deputy, what is intended is to give Parliament the power to draw up and execute its activity plan and list a set of its own financial needs.<\/p>\n

He recalled that, what is currently happening, is the Ministry of Finance setting a budget ceiling for AN.<\/p>\n

“What is intended now is for the National Assembly itself, as a sovereign body, to determine all of its activities and, consequently, the amount of resources it needs to materialize the exercise of its legislative function”, he emphasized.<\/p>\n

Within the scope of the Bill, the administrative autonomy of the National Assembly consists of the power of self-regulation, through the establishment of its services, means and ways in which it is responsible for carrying out its duties and tasks.<\/p>\n

The AN’s financial autonomy also includes the existence of its own budget allocations in the General State Budget, the preparation of its annual and supplementary budget, without interference from external bodies, within the limits of the law and budgetary guidelines.<\/p>\n

It also aims at budgetary and financial execution through its services, in accordance with its activity plan, the receipt of financial resources from the Treasury, within the limits of its expenditure schedule and the non-subject to financial movement limitations.<\/p>\n

It is also proposed, within the scope of the Bill in question, to redefine the staffing table of the bodies of the Parliamentary Administration, with a view to adjusting it to current operational needs, in terms of careers, the description of functions and the system of performance evaluation.<\/p>\n

It also establishes mechanisms for controlling compliance with administrative and financial management procedures and acts, with the creation of an Internal Audit Office.<\/p>\n

Likewise, it aims to reinforce technical and specialized support in the discussion, approval and execution of the General State Budget, with the creation of a Technical Budget Support Office that will support the Economy and Finance Commission.<\/p>\n
