{"id":56019,"date":"2024-02-13T08:45:08","date_gmt":"2024-02-13T08:45:08","guid":{"rendered":"https:\/\/www.africa-press.net\/angola\/all-news\/admission-to-the-oau-au-was-pure-justice-for-the-angolan-people"},"modified":"2024-02-13T08:51:39","modified_gmt":"2024-02-13T08:51:39","slug":"admission-to-the-oau-au-was-pure-justice-for-the-angolan-people","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/angola\/all-news\/admission-to-the-oau-au-was-pure-justice-for-the-angolan-people","title":{"rendered":"Admission to the OAU\/AU was pure justice for the Angolan people"},"content":{"rendered":"<p><b>By Ade\u0301rito Ferreira<\/b><\/p>\n<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Angola. <\/strong><\/span><b>Angola&#8217;s admission to the Organization of African Unity (OAU), on February 12, 1976, three months after becoming a sovereign country, constituted \u201can act of pure justice\u201d in relation to the heroic Angolan people, declared the representative permanent member of the African Union (AU) and the United Nations Economic Commission for Africa (UNECA), Miguel Ce\u0301sar Domingos Bembe.<\/b><\/p>\n<p>In a brief interview given, about the event, the diplomat considered that, since then, Angolan diplomacy has played a dynamic and assertive role in the AU, in favor of consolidating peace and security in Africa.<\/p>\n<p>He confirmed that Angola will preside over the African Union in 2025, after occupying, in the current year of 2024, the first vice-presidency of the Conference Table.<\/p>\n<p>Before that, he assured, the country will once again have a seat on the Peace and Security Council (CPS) from this February onwards, \u201cfollowing the election that should take place at the 37th Ordinary Session of the Conference of Heads of State and Government of the African Union, in Addis Ababa\u201d.<\/p>\n<p>Angola is almost a year away from celebrating the jubilee of its national Independence and two years away from also celebrating half a century within the UA family (successor to the OAU), increasingly determined to open new curtains of performance on the stage of the biggest tribune politics and diplomacy on the continent.<\/p>\n<p>Miguel Bembe is also ambassador of the Republic of Angola to Ethiopia, Djibouti, Eritrea and Sudan, residing in the Ethiopian capital, Addis Ababa.<\/p>\n<p>Follow the interview in full:<\/p>\n<p>Mr Ambassador, after almost five decades, in your capacity as Angola&#8217;s current permanent representative to the African Union, what significance do you attribute to the fact that the country was admitted to the organization, three months after achieving National Independence?<\/p>\n<p>Miguel Ce\u0301sar Bembe (MCB) \u2013 I would like, first of all, to begin by thanking press for the opportunity it gives me to address issues inherent to the 48th Anniversary of the Admission of the Republic of Angola into the then Organization of African Unity (OAU), now the African Union ( AU).<\/p>\n<p>Certainly, we attribute a high meaning. It is something honorable and, above all, a historical testimony of our country&#8217;s combined membership in the great African family. In terms of hindsight, the admission of the Republic of Angola to the then OAU, 48 years ago, constituted an act of pure justice in relation to the heroic Angolan people.<\/p>\n<p>Mr Ambassador, briefly, what gains can you highlight for Angola, in these almost five decades within the family of this continental organization?<\/p>\n<p>MCB \u2013 Over the 48 years within the continental organization, the Republic of Angola has made several gains.<\/p>\n<p>The continental organization, currently made up of 55 Member States, has the mission of promoting growth and economic development in Africa, defending the inclusion of citizens and increased cooperation and integration of African countries.<\/p>\n<p>Peace and security are indispensable conditions for socioeconomic development and regional integration, and are therefore the central theme of Agenda 2063 of the African Union (AU), called \u201cThe Africa we want\u201d.<\/p>\n<p>Angola is repeatedly mentioned as a reference, mainly due to the success of its own peace and national unity process, which created an environment of inclusion and democratic participation among Angolans.<\/p>\n<p>Based on its experience in preventing, managing and peacefully resolving conflicts, promoting and participating in political-diplomatic initiatives that aim to consolidate peace and security in Africa \u2013 a fact that has increased its prestige and influence on the continent \u2013 \u200b\u200bAngola has played a dynamic and assertive role in the AU, with a view to consolidating peace and security in Africa.<\/p>\n<p>Therefore, naturally, since the operationalization of the Peace and Security Council (CPS) of the African Union, in 2004, Angola has already been elected 3 (three) times to that body, the first being for a 3 (three) year term. (2007-2010) and the remaining for 2 (two) years (2012-2014 and 2018-2020).<\/p>\n<p>What&#8217;s more, starting this month, Angola will once again have a seat on the Peace and Security Council (CPS), following the election that should take place at the 37th Ordinary Session of the Conference of Heads of State and Government of the African Union, in Addis Ababa.<\/p>\n<p>Angola&#8217;s participation in the CPS, one of the AU&#8217;s most relevant bodies, is always timely and necessary, taking into account the challenges of peace and stability that the continent faces.<\/p>\n<p>The African Union Peace and Security Council is a permanent decision-making body for the prevention, management and resolution of conflicts and acts as a collective security and early warning structure to facilitate, in a timely manner, an effective response to conflict situations and crisis in Africa. It is, evidently, one of the most strategic bodies of the African Union.<\/p>\n<p>Furthermore, Angola was part of the Bureau of the Conference of Heads of State and Government of the African Union in 2022.<\/p>\n<p>In this role, he participated more actively and directly in defining the intervention agenda of the continental organization that year.<\/p>\n<p>What challenges do the country face in the coming times?<\/p>\n<p>MCB \u2013 Now, in 2024, the country should occupy the first vice-presidency of the Conference Table, becoming president of the African Union in 2025.<\/p>\n<p>It is important to highlight that Angola participated in several CPS Field Missions (Sudan\/Darfur, South Sudan, Somalia, Guinea-Bissau, Cameroon and Lesotho) organized to verify, on the ground, the real situation that these countries were facing and the impact of conflicts in the humanitarian situation.<\/p>\n<p>The diplomatic work carried out by Angola in recent years has allowed, within the framework of a new dynamic of the Angolan Executive&#8217;s African foreign policy, to reinforce the country&#8217;s visibility and engagement in defense and security issues in Africa, starting to benefit from the recognition of others AU Member States so that the President of the Republic, Joa\u0303o Manuel Gonc\u0327alves Lourenc\u0327o, would be designated \u201cChampion of the African Union for Peace and Reconciliation in Africa\u201d.<\/p>\n<p>By promoting the Pan-African Forum for the Culture of Peace and Non-Violence \u2013 Luanda Biennial, Angola managed to obtain the commitment of UNESCO and the African Union to hold the aforementioned event regularly, every two years, the gains of which are intrinsic to the establishment of a multilateral alliance between governments, civil society, the artistic and scientific community, the private sector and international organizations.<\/p>\n<p>The Luanda Biennale is a catalyst in mobilizing will for the implementation of national education policies that include education for a culture of peace and tolerance in diversity.<\/p>\n<p>It is also a platform for the promotion and dissemination of values, attitudes and behaviors that reflect respect for life, for human beings and their dignity and that must be practiced by all countries to achieve the silencing of guns in Africa, the consolidation of peace and security on the continent, with a view to creating and\/or improving an environment of inclusion and democratic participation of citizens in the political, economic and social context of African States.<\/p>\n<p>With these premises, African citizenship will be able to play an important role in the sustainable development of the continent, thus corresponding to the desires of the founding fathers of the OAU, who, on May 25, 1963, formally assumed in Addis Ababa the commitment to see a continent free from colonial domination and charted the course for a prosperous and united Africa, laying the foundations for the continent&#8217;s integration.<\/p>\n<p>Finally, I would like to highlight the fact that Angola has 5 (five) staff performing elective functions within the AU structures, namely:<\/p>\n<p>&#8211; Ambassador Josefa Leonel Correia Sacko \u2013 AU Commissioner for Agriculture, Rural Development, Blue Economy and Sustainable Environment \u2013 \u200b\u200bShe was elected at the AU Assembly of Heads of State and Government in February 2021, for a 4 (four) year term ;<\/p>\n<p>&#8211; Ambassador Sebastia\u0303o da Silva Isata \u2013 Member of the International Law Commission of the African Union, re-elected at the Conference of Heads of State and Government in February 2020 for a final term of 5 (five) years;<\/p>\n<p>&#8211; Dr. Maria Teresa Manuela \u2013 Member of the African Commission on Human and Peoples&#8217; Rights, elected by the AU Conference of Heads of State and Government in February 2017, for a term of 6 (six) years, renewable;<\/p>\n<p>&#8211; Dr. Pascoal Anto\u0301nio Joaquim \u2013 Vice-Chairman of the African Union Advisory Council on Corruption (AUABC), elected on April 25, 2023. In February 2021 he was elected Member and re-elected in February 2023 for a term of 2 ( two years;<\/p>\n<p>&#8211; Dr. Wilson de Almeida Ada\u0303o \u2013 President of the African Committee of Experts on the Rights and Welfare of the Child (ACERWC), elected on 8 November 2023. In February 2021, at the Conference of Heads of State and Government of UA, was elected Member for a term of 5 (five) years.<\/p>\n<p>Mr Ambassador, at a time when there is a process of Institutional Reform in the African Union, what challenges lie ahead for the country, as a Member State, as well as commitments and\/or intentions of the Angolan authorities?<\/p>\n<p>MCB \u2013 The organization&#8217;s reform process is very comprehensive, involving action mechanisms in both the administrative, financial, human resources and political-diplomatic areas.<\/p>\n<p>It is important to highlight that, in general, African countries face common challenges.<\/p>\n<p>Africa continues to face complex, emerging and multidimensional challenges, including economic and financial crises, the spread of terrorism and violent extremism, unconstitutional changes of government, indefinite or inconclusive political transitions, increased external interference, and illicit circulation of weapons.<\/p>\n<p>African countries must be able to train their own cadres, aligned with the ideas of the leaders who proclaimed their independence, freeing them from the colonial yoke.<\/p>\n<p>On the other hand, Africa and the world need a new generation of leaders with deep and diverse scientific knowledge, adapted to the realities of their countries and continent.<\/p>\n<p>It is necessary to take steps towards accelerating the implementation of the AU Agenda 2063, which is a plan for the socio-economic development and transformation of the African continent over a period of 50 years (2013-2063), which comprises 7 aspirations, 20 objectives, 28 priority areas , 57 goals and 72 indicators.<\/p>\n<p>It is important to establish comprehensive, pragmatic and diversified cooperative relations between AU Member States, within the pan-Africanist and Renaissance vision of an integrated, prosperous and peaceful Africa, in which its children assume an eminently assertive position and solidarity in the economic and social transformation of the continent.<\/p>\n<p>To this end, it is essential that AU Member States properly align their national plans with the aforementioned Agenda, which has the African Continental Free Trade Area (ACFTA) as one of the most emblematic projects.<\/p>\n<p>In the case of Angola, it is urgent to align the national political agenda promoted by President Joa\u0303o Manuel Gonc\u0327alves Lourenc\u0327o with the goals pursued by the African Continental Free Trade Area (ACFTA), given its importance in the process of continental integration, in the establishment of peace and security, through integrated and sustainable social and economic development.<\/p>\n<p>The aforementioned continental project represents a unique opportunity for African States to boost inter- and intra-African trade and economic inclusion, increase added value and adopt reforms to increase their access to the African and global export market.<\/p>\n<p>The implementation of the AfCFTA must be aligned with the fiscal policies of African States, particularly in sectors that are fundamental to international trade such as manufacturing, agriculture, services and renewable energy, among others.<\/p>\n<p>It is, therefore, one of the projects of high importance in the process of continental integration, in the establishment of peace and security, through social and economic development, in line with the ideals projected by the founding fathers of the OAU, of a Free Africa, United and Prosperous for the benefit of your children.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>For More News And Analysis About <a href=\"https:\/\/www.africa-press.net\/angola\">Angola<\/a> Follow <a href=\"https:\/\/www.africa-press.net\/\">Africa-Press<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Ade\u0301rito Ferreira Africa-Press &#8211; Angola.
