Africa-Press – Angola. <\/strong><\/span>The Minister of Justice and Human Rights, Marcy Lopes, urged citizens this Thursday to regularize their properties, aiming to achieve the goals of the State’s real estate legalization program.<\/b><\/p>\n

Coordinated by the Ministry of Justice and Human Rights, the program for regularization and legalization of the State’s housing assets includes confiscated and nationalized properties, as well as those covered by the Privatization Program (PROPRIV).<\/p>\n

Speaking in Benguela, during the presentation of the aforementioned project, Marcy Lopes urged citizens who own properties to contact the services of the Ministry of Justice and Human Rights with a view to regularizing them, thus avoiding problems in the future regarding their ownership.<\/p>\n

In a ceremony attended by the provincial governor of Benguela, Lui\u0301s Nunes, and the Secretary of State for Justice, Evaristo Solano, the holder of the Justice and Human Rights portfolio said that current estimates indicate that 80 percent of properties in Angola do not have the regularized legal situation.<\/p>\n

In fact, he pointed out that the lack of documentation guaranteeing rights to properties and the failure to complete the respective regularization processes have represented a huge constraint on the country’s economic and social development.<\/p>\n

Marcy Lopes recalled that, within the scope of the regularization and legalization of the State’s housing heritage, the Ministry of Justice and Human Rights launched, in 2021, the land registration massification program, with the aim of registering more than three million properties by 2027. properties.<\/p>\n

Therefore, the Minister of Justice and Human Rights considered an acceptable number and expected people to help reach the goal by going to services to regularize their properties.<\/p>\n

According to the official, the first phase of this program covered the registration of centralities built nationally, including the three in the province of Benguela, namely Bai\u0301a Farta, Lobito and Luhongo.<\/p>\n

Meanwhile, he highlighted that, in the current year of 2024, the second phase of this project has started, whose main goal is to register properties confiscated and nationalized by the State, as well as those covered by PROPRIV.<\/p>\n

\u201cThis initiative aims to transform the lives of thousands of Angolans, who faced various difficulties and were unable to regularize their properties\u201d, he highlighted.<\/p>\n

However, he clarified, these are properties built and left by the Portuguese State and, therefore, confiscated by the Angolan State, after national independence, on 11 November 1975, in light of the nationalization and confiscation law, and not properties confiscated in court lawsuits.<\/p>\n

The minister highlighted the main objectives of the aforementioned program, such as providing greater security and legal certainty to natural and legal persons regarding ownership of their properties and expanding tax revenues through the payment of gray tax and property tax.<\/p>\n

Another purpose, he said, is to contribute not only to expanding the granting of credit by banking and non-banking institutions for the acquisition of properties, but also to improving the business environment, diversifying the national economy through the evolution of the real estate market.<\/p>\n

According to the government official, with the implementation of the program, it is also expected to expand the Justice collection base to ensure the making of structuring investments aimed at modernizing the sector’s services.<\/p>\n

To achieve these goals, the minister argues that it is necessary to establish a legal framework that allows real estate registration to be carried out en masse \u2013 a process already underway, and to develop an integrated real estate regularization system in Angola.<\/p>\n

This system, he noted, consists of a technological computer application that is also underway to speed up the registration process of confiscated properties that are part of PROPRIV.<\/p>\n
