Africa-Press – Angola. <\/strong><\/span>The Inspector General of State Administration, Joa\u0303o Pinto, recommended this Monday, in the city of Ondjiva, province of Cunene, to those responsible for public positions to adopt transparent management, with a view to restoring citizen trust in institutions.<\/b><\/p>\n

When speaking in the lecture on “Ethics in Public Administration”, Joa\u0303o Pinto said that civil servants should not bring information into the public square that is administrative secrets and that harms the good name of people and institutions.<\/p>\n

He added that, in this task of serving the public, meeting the needs of citizens must be taken into account, because failures occur due to lack of knowledge of the laws, negligence and some even due to bad faith.<\/p>\n

Faced with this situation, he explained that it is necessary to always be alert to encourage greater involvement from society in preventing acts that endanger or harm citizens.<\/p>\n

\u201cWe will work and share information, clarify the public about what guarantees transparency and trust, but never divulge State secrets\u201d, he stated.<\/p>\n

He mentioned that, as civil servants, they must seek to be guided more by a spirit of loyalty, which is why IGAE employees are called upon not to reveal information that is not authorized by the competent bodies.<\/p>\n

He encouraged the body’s professionals to be more principled and work in a coordinated manner with other institutions, within the limits of the law, as they all belong to the State Administration.<\/p>\n

He stated that “the teacher, governor, administrator, servant, manager and employee must seek to protect the citizen, because it is only the prosecutor’s responsibility to accuse, and the judge, to judge and condemn, the violator of the law”.<\/p>\n

However, he added that the judge and the prosecutor also have their debtors, so the complaints must be true in order to help institutions combat bad practices.<\/p>\n

Joa\u0303o Pinto made it known that, with these lectures, the objective is to warn about deviations, violations of legality, budgetary rules and norms of discipline and hierarchy in public administration.<\/p>\n

For her part, the governor of Cunene, Gerdina Didalelwa, in her brief intervention, highlighted the importance of the lecture as it will increase skills so that managers can improve the provision of services to users.<\/p>\n

The director of human resources at the General State Inspectorate (IGAE), Elsa Neto, when speaking on the topic, described that ethics involves a set of norms and principles.<\/p>\n

He highlighted the principle of dialogue, morality, urbanity, motivation, responsibility, respect for national symbols and public heritage.<\/p>\n

He also spoke about ethics in decision-making, which requires caution, prudence and observance of the law, respecting the principle of legality, especially in public tenders.<\/p>\n

Elsa Neto encouraged institutions to publicize ethics in State administration more, to encourage and motivate employees to provide quality services to users.<\/p>\n

The vice-governors of Cunene, Apolo Ndinoulenga and Anto\u0301nio Matias, provincial directors and delegates and municipal administrators participated in the lecture.<\/p>\n

Joa\u0303o Pinto is completing a two-day working visit to the province of Cunene, where upon his arrival he met with the local governor, Gerdina Didalelwa, and also has a planned visit to the IGAE facilities, a meeting with the board of directors and a meeting with the agency’s employees.<\/p>\n
