Africa-Press – Angola. <\/strong><\/span>The director of the National Public Procurement Service, Osvaldo Ngoloimwe, called this Tuesday, in Luanda, for greater rigor to be observed in contracting procedures.<\/b><\/p>\n

Osvaldo Ngoloimwe, who spoke at the end of the seminar on \u201cpreparation of procedural documents and documents\u201d, said that the country has been spending a lot of money on public procurement and, because of this, it is necessary to look, increasingly, at who will manage and create preventive measures.<\/p>\n

He mentioned that the General State Budget (OGE), estimated at 24.7 billion kwanzas, reserves 27% for the public procurement area.<\/p>\n

To this end, he added, the Ministry of Finance’s strategy is to implement training programs within the scope of improving the quality of expenditure, having defined intensive training for the current financial year, from managers to the technical teams of each unit of public procurement.<\/p>\n

He stressed that, as a regulatory body for public procurement, it would not be possible for the ministry to impose measures to correct market failures, without preparing technicians.<\/p>\n

He recognized the existence of some evolution in the national public procurement system, such as the case of the Integrated Program for Intervention in Municipalities (PIIM), but argued that no disbursement is made without the expenditure being preceded by a competitive procedure.<\/p>\n

\u201cLooking at the macro-economic reality, with constant inflation, greater rigor is needed, because sometimes contracts start with one price and end with another\u201d, he said.<\/p>\n

On the other hand, Osvaldo Ngoloimwe announced, soon, the creation of a list of companies prevented from hiring, due to non-compliance with contracts.<\/p>\n

He also spoke about the certification of the units, scheduled for the month of June, a specific program with the creation of the profile of the public buyer.<\/p>\n

This first phase of training lasted 15 days and was attended by 56 employees from sovereign bodies, namely the Presidency of the Republic, the National Assembly, the Attorney General’s Office and the Supreme and Audit courts.<\/p>\n

The second stage will cover the Ombudsman’s Office, defense and security bodies, the National Police and the Army General Staff.<\/p>\n

The action is part of the Ministry of Finance’s training strategy and is supported by senior technicians assigned to the National Public Procurement Service (SNCP).<\/p>\n
