Africa-Press – Angola. <\/strong><\/span>The proposed amendment to the Law on Preventing and Combating Terrorism, approved this Thursday by the Angolan parliament, meets national and international reference standards.<\/b><\/p>\n

The proposal was approved with 171 votes in favor, none against and without abstentions, during the 5th Ordinary Plenary Meeting of the 2nd Legislative Session of the V Legislature.<\/p>\n

The document ensures the reinforcement of compliance and effectiveness of the National System for the Prevention and Repression of Money Laundering, Financing of Terrorism and the Proliferation of Weapons of Mass Destruction, and should optimize the prerogatives of identification, assessment and mitigation of identified risk factors.<\/p>\n

Specifically, changes were made to four articles of the Law on the Prevention and Combat of Terrorism, approved in August 2017.<\/p>\n

The legislation provides, among others, for the freezing, immediately and without any prior notice, of all funds or economic resources owned, owned or controlled directly and indirectly by persons, groups and entities designated by the United Nations Sanctions Committee.<\/p>\n

Desde 2010 que Angola comec\u0327ou uma marcha especi\u0301fica de reforc\u0327o do comprometimento estadual de edificac\u0327a\u0303o de um panorama robusto de conformidade e efectividade do quadro juri\u0301dico, procedimental e institucional de prevenc\u0327a\u0303o e combate ao Terrorismo, no quadro das recomendac\u0327o\u0303es do Grupo de Acc\u0327a\u0303o Financeira Internacional (GAFI).<\/p>\n

Ao longo deste peri\u0301odo, o pai\u0301s foi submetido a va\u0301rios ciclos de Avaliac\u0327a\u0303o Mu\u0301tua de Conformidade do Sistema Nacional de Prevenc\u0327a\u0303o e Repressa\u0303o do Branqueamento de Capitais, Financiamento do Terrorismo e da Proliferac\u0327a\u0303o de Armas de Destruic\u0327a\u0303o em Massa.<\/p>\n

O u\u0301ltimo processo de Avaliac\u0327a\u0303o Mu\u0301tua de Conformidade do Sistema Angolano de Prevenc\u0327a\u0303o e Repressa\u0303o do Branqueamento de Capitais, Financiamento do Terrorismo e da Proliferac\u0327a\u0303o de Armas de Destruic\u0327a\u0303o em Massa foi discutido e aprovado na 45.a Reunia\u0303o Plena\u0301ria da Task-Force de Peritos Se\u0301niores do ESAAMLG e no 22.o Conselho de Ministros do ESAAMLG, ocorridos em Marc\u0327o e Abril de 2023, em Arusha, Tanza\u0302nia.<\/p>\n

Procedeu-se, no quadro desta avaliac\u0327a\u0303o, a uma contextualizac\u0327a\u0303o exaustiva do panorama de conformidade e efectividade do pai\u0301s face aos standards nacionais e internacionais de refere\u0302ncia.<\/p>\n

Declarac\u0327o\u0303es de voto<\/p>\n

A deputada Ruth Mendes, do grupo parlamentar do MPLA, justificou o voto a favor porque as alterac\u0327o\u0303es sugeridas na\u0303o ferem os direitos, liberdades e garantias dos cidada\u0303os, consagrados na Constituic\u0327a\u0303o e entende que a prevenc\u0327a\u0303o e o combate ao terrorismo sa\u0303o o garante da paz e da seguranc\u0327a nacional e internacional.<\/p>\n

De igual modo, o deputado Fernando Mbolo, da UNITA deu nota positiva a\u0300s alterac\u0327o\u0303es requeridas na Lei 19\/17 de 25 de Agosto para a sua adequac\u0327a\u0303o aos novos tempos, nomeadamente de seguranc\u0327a, protecc\u0327a\u0303o, prevenc\u0327a\u0303o e combate a\u0300s diversificadas e evolui\u0301das te\u0301cnicas dos infractores.<\/p>\n

Branqueamento de capitais<\/p>\n

Ainda esta quinta-feira, os legisladores procederam a votac\u0327a\u0303o final global da Proposta de Lei que Altera a Lei n.0 5\/20, de 27 de Janeiro, Lei de Prevenc\u0327a\u0303o e Combate ao Branqueamento de Capitais, do Financiamento do Terrorismo e da Proliferac\u0327a\u0303o de Armas de Destruic\u0327a\u0303o em Massa.<\/p>\n

The proposed law was approved with 171 votes in favor, none against and no abstentions.<\/p>\n

In her declaration of vote, deputy Sandra Henriques, from UNITA, praised the approval of the changes to the proposal, so that the country is aligned with the 40 requirements of the International Financial Action Group (FATF).<\/p>\n
