National Road 210, which connects the municipalities of Nzeto, Tomboco and Mbanza Kongo, capital of the province of Zaire, is the route through which trucks import and export goods to and from destinations such as South Africa, Namibia, Zimbabwe. , Botswana, Zambia and the Democratic Republic of Congo (DRC) and from this country to the North of the continent and vice versa.<\/p>\n

Despite its strategic importance in regional trade, the road is in a poor state of repair. Potholes, diesel spills and vegetation, which takes over the verges, make vehicle circulation very difficult, often resulting in accidents with material damage and human losses.<\/p>\n

Truck drivers who transport goods to and from various points such as Mbanza Kongo, Cabinda and even to the DRC, express concern, because of the danger they face daily.<\/p>\n

The situation is worsened by the degradation of the 60-kilometer section that connects Mbanza Kongo to the Luvo Border Post.<\/p>\n

Press found that the Nzeto-Casa da Telha and Casa da Telha-Tomboco sections already benefit from pothole filling work. The road that connects the municipality of Tomboco and Mbanza Kongo has experienced temporary closures, with the breaking of manilas or aqueducts, due to the intense rains that fell in the region.<\/p>\n

Truckers’ lament<\/p>\n

Truck driver Nelson Anto\u0301nio, 41 years old, who left Luanda for the Luvo Border Post, considered the trip to be terrible, due to the poor condition of some sections of National Road 210, between Nzeto and Luvo, covering a length of around 300 kilometers. , passing through the city of Mbanza Kongo.<\/p>\n

“I come from Luanda and my destination is right here, in Luvo. I brought cornmeal that goes to the DRC. From here, I return to Luanda. The journey was tiring, because of the potholes. The section with the most problems is Mbanza Kongo to the Luvo Border Post. From Mbanza Kongo to Nzeto, it is reasonable, there are holes, but also areas where we walk normally, but it is difficult to walk more than 10 kilometers without obstacles\u201d, he lamented.<\/p>\n

Anto\u0301nio Santiago, 68 years old, another truck driver, considered the Luvo Border Post one of the most important in the country, due to the amount of goods that transit there.<\/p>\n

“I come from the border of Santa Clara, in the south of Angola and go to Kinshasa (DRC). I take beans in this 40-foot trailer. This merchandise comes from Tanzania, where the men from Zambia look for and bring them to Santa Clara and we receive and take to Kinshasa\u201d, he said.<\/p>\n

Anto\u0301nio Santiago said that, in order for there to be a real boost in trade in the SADC region or on the continent, the Governments of countries in the region must improve roads and truck refueling stations, to avoid delays in travel.<\/p>\n

As for the merchandise, Anto\u0301nio Santiago was unable to say the costs inherent to its transport, as it is the responsibility of official dispatchers. “I don’t know if it’s expensive or not, the ones who should provide the best information on this aspect are the dispatchers. I only know what I pay here at immigration, where each person pays three thousand kwanzas. The rest I can’t tell you. After we pay the three thousand, on the other side of the border, in the DRC, we don\u2019t pay anything anymore, everything is handed over to the dispatchers\u201d, he said.<\/p>\n

Provincial government says the road has been worse<\/p>\n

The director of the provincial Office of Infrastructure and Technical Services, Zuela Capilo, in an interview, acknowledged the existence of potholes along the route of approximately 225 kilometers of National Road 210, and an intervention is already underway that is to be carried out by the company Tecnovia.<\/p>\n

“There really are a lot of potholes. In fact, we must also say that it has been worse. The rehabilitation work on the Nzeto-Tomboco section was awarded to the company Tecnovia, as well as the maintenance work on the Tomboco-Mbanza Kongo section. Today, in fact , it\u2019s not like it was until the middle of last year\u201d, he stressed.<\/p>\n

Regarding the quality of the work that the company Tecnovia is carrying out, whose durability leaves a lot to be desired, Zuela Capilo pointed out the particularities of the region’s soils and the existence of many water lines as the cause of the lack of consistency in the works.<\/p>\n

“The quality is not lacking at all. We have many particularities, taking into account the topography of the land and also the quality of the soils, which are different. Mbanza Kongo has one type, Tomboco has another and Nzeto, too. On the other, too , hydrography. We have several water lines that cross the road. We are talking about a road that was built some time ago, and which, every now and then, receives maintenance work and fills holes\u201d, he highlighted.<\/p>\n

Despite pointing out the particularities of the soil and the existence of many water lines that are probably at the basis of the early degradation of National Road 210, opened in 2012, Zuela Capilo recognized the need for in-depth rehabilitation work.<\/p>\n

“Yes, there is a need to carry out rehabilitation. From the time the road underwent some intervention until today, it is normal for us to find it in the condition it is in. We are in a region where there is little rain. We have areas like Tomboco and Nzeto, which have a very high water table, with high levels of precipitation and it is normal for the road to also be affected by all of this\u201d, he maintained.<\/p>\n

Regarding the rupture of manilas or aqueducts, the director of the provincial Office of Infrastructure and Technical Services pointed out the need to replace those structures with others that she called “Box Covers\u201d or galleries, as they are more efficient in draining rainwater.<\/p>\n

“We were working with the company Tecnovia until March and with the Ministry of Public Works, Urbanism and Housing, on the need to change. Instead of using shackles, we use Box Covers, a type of galleries that are much cheaper during maintenance,\u201d he said.<\/p>\n

Pothole filling in progress<\/p>\n

Taking into account its importance in the circulation of people and goods, both for the country and for the SADC region, National Road 210 needs reconstruction work or permanent maintenance, in order to avoid premature degradation, similarly to of what has been happening recently.<\/p>\n

“The reconstruction work is being done now. We are talking about a road of great importance, because it not only connects the capital of the province of Zaire to the capital of the country, Luanda. We are talking about connecting the capital of the country, or other provinces of the country to large commercial centers, such as the Luvo border, which takes all logistics overland to the province of Cabinda and the DRC. Reconstruction and maintenance work is what is being done now\u201d, he said.<\/p>\n

Maintaining a road, he added, presupposes frequent and necessary maintenance, instead of waiting for small holes to become huge holes, and then intervening, which would be more expensive, as it requires deep repairs.<\/p>\n

“When the hole is small, we must act now and not wait for it to become a crater”, he said, remembering the work that was previously done by the Road Fund, which intervened not only to fill holes, but even to prune the vegetation in the areas. verges, to protect signage.<\/p>\n

Therefore, he advocates carrying out maintenance work on a permanent basis. “We must start to evaluate the possibility of carrying out the necessary maintenance several times in a year, to prevent the roads from becoming potholed”, he highlighted.<\/p>\n

Asked about the reasons for the lack of frequent road maintenance, Zuela Capilo said that the situation lacks planning.<\/p>\n

“It’s a question of programming. We’ve had the Road Fund operating for some time and I think that in a little while, perhaps, with programming and planning by local authorities, and now that many of the central government’s powers are being passed on to the Local governments, we will more easily get the job done\u201d, he indicated.<\/p>\n

When the necessary powers and conditions are passed on to local governments, he said, we will be able to respond more easily to situations in a timely manner.<\/p>\n
