Africa-Press – Angola. <\/strong><\/span>The president of the Monitoring Group for International Organizations of the National Assembly, Peregrino Chindondo, called on the United Nations Children’s Fund (UNICEF) to pay special attention to children in the provinces of Cabinda, the municipalities of Belize and Buco-Zau, and the Jamba area, in Cuando Cubango.<\/b><\/p>\n

The appeal was made because the children are in areas that were deeply affected by the armed conflict and that to this day face difficulties in accessing basic essential services.<\/p>\n

At the meeting with the United Nations Children’s Fund, held on Tuesday, in Luanda, the deputy said that the issue of child protection in the country will always constitute a challenge, looking at the territorial extension and places where not always essential basic services reach all children.<\/p>\n

Accompanied by other deputies who make up the National Monitoring Group for International Organizations, Peregrino Chindondo recognized the need to further improve legislation, through the 6th, 8th and 10th committees of the National Assembly, and as he is part of the 1st Committee, he promised to work and be present for whatever is necessary in order to achieve this objective.<\/p>\n

Regarding the intention of a Memorandum of Understanding between UNICEF and the National Assembly, the deputy assured that the message will be transmitted to President Carolina Cerqueira and the committees responsible for these matters.<\/p>\n

The deputy recognized the need for an instrument of this kind, since UNICEF pays close attention to the interests of children and the future of a country.<\/p>\n

“We thank UNICEF for welcoming us as parliamentarians. This was the first visit this year and the objectives were understood, because the National Assembly can be a great partner for United Nations institutions and UNICEF has great influence on children” , he said.<\/p>\n

Situation of children in Angola<\/p>\n

According to data presented at the meeting by UNICEF’s Head of Social Policies, Louise Daniels, on the situation of children and adolescents in Angola, the mortality rate of children under five years of age is 69 per 1,000 live births, and chronic malnutrition among children under five years of age is 38 percent.<\/p>\n

Birth registration of children under five is 38 percent and the net enrollment rate in primary education is 64 percent.<\/p>\n

On the other hand, only a little over half of Angola’s population has access to drinking water, 57 percent, and basic sanitation, 52 percent. Teenage pregnancy is 35 percent among girls aged 15 to 19. Among married girls aged 15 to 19, 24.3 percent suffer physical or sexual violence. Multidimensional poverty is 74.4 percent.<\/p>\n

UNICEF Action Plan<\/p>\n

According to the UNICEF representative in Angola, Antero Pina, the meeting, requested by the Parliamentary Monitoring Group, was an opportunity to discuss and present, in brief terms, the UNICEF and Angolan Government Action Plan for the next five years (2024 to 2028), focusing essentially on the organization’s mandate, and in coordination with the Executive’s priorities in the area of \u200b\u200bchildren’s rights, health and nutrition, education, child protection, social policies and social protection, water, sanitation and hygiene.<\/p>\n

“So these are five areas of intervention for our work in Angola, and we also agree on positions on how we can improve our future collaboration with Parliament”, he clarified, reinforcing the important role of Casa das Leis in the area of \u200b\u200badvocacy to raise awareness among deputies to work to reinforce the OGE for the Social Area, which he considers fundamental.<\/p>\n

Peregrino Chindondo said there is already very interesting work with the 5th and 8th committees of Parliament, specifically at times when the OGE is discussed. He assured that he is also supporting and providing some technical assistance to deputies regarding awareness-raising in improving the Budget for the social area.<\/p>\n

“There are several issues in which children are sometimes a little more invisible. For example, the issue of climate change, an area that we are raising awareness about at a global level and at UNICEF, so that the voice of children is heard more, more considered, because ultimately children are the ones most affected by all these political, conflict and climate crises, both physically and mentally,” he said.<\/p>\n

Educational inclusion<\/p>\n

As for educational inclusion, he said it is a major priority in the UNICEF Cooperation Program with the Angolan Government 2024-2028, which began to be implemented since January this year, and here there is also well-coordinated work with the Minister of Education, which demonstrates a very wide openness to the issue.<\/p>\n

According to Antero Pina, the latest data points to more than 700 schools in the country that have inclusive educational action, and he believes that carrying out the Population and Housing Census, starting on the 19th of next July, will allow us to have more up-to-date information on the theme of special needs in both children and adults, in order to facilitate the Government in creating feasible programs.<\/p>\n

“There is still a lot of work to be done, because the estimate of the number of children and people with disabilities in the country is still not very clear. Now we are very happy because there will be a National Census, which will allow the country to have more up-to-date data on this topic of special needs”, he highlighted.<\/p>\n

Antero Pina also spoke about the existence of a National Strategy for People with Disabilities, in addition to the laws approved by the Government, such as Accessibility and Quotas to allow people to also have easier access to employment.<\/p>\n

“There are good steps that have already been taken by the Government in this direction. We, not only UNICEF but also the other United Nations agencies, will continue to work to raise awareness among the Government, civil society, the private sector, and the Social Communication itself to that there is greater sensitivity to this area”, he stressed.<\/p>\n
