Africa-Press – Angola. <\/strong><\/span>The MPLA understands that, within the framework of parliamentary dialogue, one of the topics that should deserve the attention of deputies is the “Plan of essential tasks for the preparation and holding of General and Local Elections”.<\/b><\/p>\n

According to the Vice-President of the MPLA Parliamentary Group, Vigi\u0301lio Tyova, when he presents the quarterly political declaration during the seventh plenary session of parliament, it is a document widely negotiated, at the time, between the political forces represented in parliament.<\/p>\n

Despite some of its elements being outdated, he said that deputies must agree that issues of an autarchic nature are still current, whether on a political level, on a technical level, or on a territorial management level.<\/p>\n

He stated that the National Assembly has two major issues of national interest on its agenda: the new political-administrative division and the institutionalization of Local Authorities.<\/p>\n

In his opinion, the discussion of one subject does not nullify the analysis of the other, as political opponents would have us believe, as they are two important, necessary and complementary subjects.<\/p>\n

\u201cUnfortunately, these issues cause discomfort in the ranks of the so-called “largest opposition party”, which is why it resorts, in a dishonest and systematic way, to the principle of “anything goes” in the political and democratic game, introducing the scarecrow of distrust into the debate public, resorting to slander, defamation and compulsive lying to discredit the well-founded initiatives of the MPLA and the Angolan Executive\u201d, he said.<\/p>\n

He stressed that the MPLA Parliamentary Group understands that in politics not everything goes. \u201cIt requires ethics, discernment and vision.\u201d<\/p>\n

According to the deputy, Angola has geographic and demographic realities that recommend the adoption of legislative measures on the territory.<\/p>\n

Therefore, Vigilio Tyova challenged Angolans to take concrete steps towards expanding democracy.<\/p>\n

He stressed that, contrary to what some think, establishing local authorities is not so much a matter of complying with the Constitution or executing laws, as it is essentially a matter of deepening democracy.<\/p>\n

\u201cWe dare to say that local authorities are too important to leave them solely in the hands of politicians. We therefore need to have an open, deep and inclusive dialogue about local authorities, as an element of democratic participation, he asserted.<\/p>\n

For the deputy, divergences, antagonistic struggles and disputes of ideas between the Party\/Government, the opposition and those who consider themselves “against” are equally important and necessary, but should not constitute the essence of politics.<\/p>\n

In his view, the increased tension between political actors, the attempt to trivialize public institutions and the veiled manifestations of hatred between political opponents are some examples of signs that “our nascent democracy is at risk of being captured by disorder and demagoguery “.<\/p>\n

“History and collective memory will not forgive the current generations of politicians who do not prove themselves to be up to the challenges of consolidating peace, preserving national reconciliation and deepening the Democratic Rule of Law”, he warned.<\/p>\n
