The arrival in Luanda of diplomat Euge\u0302nia Barthelmess, who was Brazil’s ambassador to Singapore, is scheduled for the last week of this month. She replaces Rafael de Mello Vidal, who has already left the country to take up the post of Brazil’s ambassador to Ukraine. The Angolan Embassy is temporarily being headed by Minister Counselor Eduardo Lessa.<\/b><\/p>\n

Angola will have a new Brazilian ambassador this month. The arrival in Luanda of diplomat Euge\u0302nia Barthelmess, who was Brazil’s ambassador to Singapore, is scheduled for the last week of this month. She replaces Rafael de Mello Vidal, who has already left the country to take up the post of Brazil’s ambassador to Ukraine. The Angolan Embassy is temporarily being headed by Minister Counselor Eduardo Lessa.<\/p>\n

Rafael Vidal left his post after a mission in Angola since 2020. Before Angola, Vidal was Brazil’s ambassador to Mali from 2019 to 2020. Just as Euge\u0302nia Barthelmess received the approval of the Angolan government, through the “agre\u0301ment” of President Joa\u0303o Lourenc\u0327o, Vidal has also received the consent of the Ukrainian Head of State, Volodymyr Zelensky, to take up the post in the capital Kiev. The agre\u0301ment refers to the acceptance of the appointment of a foreign diplomat by a State.<\/p>\n

During her questioning in the Brazilian Senate, Barthelmess advocated strengthening diplomatic relations between Brazil and African countries, and highlighted Angola’s role as a channel for accessing Brazil’s presence on the continent. With 42 votes in favor and one against, the Senate Plenary approved Barthelmess’s nomination for the Brazilian Embassy in Luanda in July. The presidential message was reported to the Foreign Relations Committee by Senator Esperidia\u0303o Amin (PP of Santa Catarina).<\/p>\n

“Africa appears today as the last frontier for establishing new relations of political influence and introducing a competitive commercial presence. The engine of the world economy is today in Asia, but the next step is the very agile development of the countries of the African continent. Brazil enters Africa through the door of Angola,” she said. Esperidia\u0303o Amin stressed that bilateral trade between the two countries has been falling in recent years.<\/p>\n

In Singapore since 2019, Euge\u0302nia Barthelmess has worked in the Special Advisory Office of the President of the Republic. In 2013, she initially took over the Department of the United States, Canada and Inter-American Affairs of the Itamaraty and, later, the Department of Southern South America. In 2015, Euge\u0302nia Barthelmess was promoted to Minister of the First Class, the highest rank in the Brazilian diplomatic career. Diplomat Euge\u0302nia Barthelmess holds a degree and a master’s degree in literature from the Federal University of Parana\u0301. She joined the Rio Branco Institute in 1989 and, since then, has worked in Brazilian representations in Brussels, Belgium, and Singapore.<\/p>\n
